Research On Formation Mechanism Of Power Price Based On Externality Of Grid-connected Renewable Energy

The electric power industry is an important basic industry of the national economy, with responsibilitis for the user to provide stable and reliable power protection obligations.Besides the power industry is the key user of energy consumption and pollutant emissions. Raising the proportion of renewable energy in the total power generation in the electric power industry is the key activity to save energy,however,due to its characteristics of renewable energy and power generation technologies, the problem of externalities exist.External problems can seriously restrict the rapid development of renewable energy industry. In order to promote renewable energy power generation, governments around the world develop and implement a variety of policies, including renewable energy tariff and subsidy policies.Based on externalities led by renewable energy generation, this article study on mechanisms for price formation,combining with the policies of various types of network tariff policy implementation mechanism of many governments.And explore the theory and build test models for the studied problem to test the effectiveness of the substance of the subsidized price formation mechanism.Firstly, evaluate the externalities generated by renewable energy generation,from the perspective of externalty theory. On this basis,take wind power generation for example,study on types of tariff policy mechanism of characteristic countries. Considering from execution effectiveness and efficiency of the price formation mechanism, select co-integration analysis method validation to evaluate the effectiveness of China’s wind power electricity price formation mechanism. The results shows that: subsidies as the main support mechanism for wind power electricity,reaches the goal of promoting the development of wind power,and the effect is remarkable. From the beginning of2002,China’s wind power tariff subsidy for improving the implementation of wind power generating capacity and has a greater role in improving China’s power generation structure. Although the price mechanism plays a big role in achieving the target of the growth amount to some extent,but in the long run the government needs to invest a lot,imposing big subsidy pressure on government,so the efficiency of the mechanism has yet to be executed through technological progress and improving price formation mechanism model. By referring to German tariff mechanism, which helps a lot in German development of renewable energy, author select two significant factors: protection period of renewable energy tariff and decreased proportion to improve China’s price model. Finally, the article proposals measures to improve China’s renewable energy price formation mechanism.
