After electric power system reform, the operation mode of separating power network and electricity generating companies has formed. Under the great support of our government, renewable energy power generation industry has obtained a rapid growth in recent years. However, renewable energy power generation’s externality problem becomes more and more significant and the externality problem severely restricts renewable energy power generation industry from developing in a healthy, orderly and rapid way, which still remains to be resolved.On the basis of the quantitative analysis on power output characteristic of each type of renewable energy power generation, this paper establishes an externality assessment index system for renewable energy power generation, proposes its detailed measurement method by means of power system probabilistic production simulation, gives externality assessment results of renewable energy power generation, namely external value, on the basis of external cost-benefit analysis method and illustrates the sensitivity analysis scheme on its external value’s stability. Subsequently, a simulated example region is taken as an instance to conduct an externality assessment for20renewable energy power generation projects in the region and results demonstrate that annual external value per unit power generation of renewable energy power generation in the region amounts to as high as147.61RMB/MWh, among which, that of wind farms, photovoltaic stations and biomass power plants reaches130.36RMB/MWh,187.60RMB/MWh and164.64RMB/MWh respectively, that the annual external values brought by unit power generation of each renewable energy power generation project to the region differ and that such factors can exert a marked influence on external value of renewable energy power generation in the region as the reduction in renewable energy power generation cost, the diminishing in power output forecast errors of wind farms and photovoltaic power plants and the increase in standard coal price in the region.Further, the principle of economics on the constraint of renewable energy power generation industry’s good development resulted from market failure brought by the fact that renewable energy power generation possesses a positive external value is explained. Then the function mechanism of each externality type of renewable energy power generation is systematically categorized and its detailed solutions are proposed. Finally, detailed countermeasures and suggestions for solving renewable energy power generation’s externality problem are contrapuntally put forward.
