It has theoretical and practical significance for power grid research institutions to enhance innovation and gain strength by the way of strengthening management of scientific and technological achievements, assessing value appreciation, exploring appreciation potential, analyzing existing problems and finding an effective way to solve them.In this paper, scientific and technological achievements value appreciation theory of power grid research institutions is proposed based on technology assessment theory combing with features of power industry. It contains value assessment and technology commercialization ability assessment.On basis of theoretical research, the whole process of scientific and technological achievements value appreciation is analyzed using life-cycle theory. And it is divided into four phases:project approval, R&D, technical testing and technology commercialization. And then system structure and subject behavior of the whole process is studied. F-D theory is used to identify key indicators of different stages. After that, assessment system is built following index construction principle and it concludes two aspects:value assessment and technology commercialization ability assessment. Value assessment mainly consists of technical features, economic benefit, market factors and social benefit. Technology commercialization ability assessment includes transforming base, inputs, mechanism and risk.And then current situation of power grid research institutions value appreciation is analyzed. Value appreciation assessment model of scientific and technological achievements is set up. Matter-element extension model is used for value assessment and entropy weight and osculating value model is for technology commercialization ability assessment. And research data of Guangdong Power Grid Corporation EPRI is used for empirical analysis. The results correspond with actual expectations and it proves the validity of the model established.At last, the empirical results are analyzed and existing problems of value appreciation under current research system are put forward. Solutions to the problems are proposed then. And it provides guidance and reference for value appreciation assessment of scientific and technological achievements.
