At present, the State Grid Corporation of China developed a “One Strong and ThreeExcellent”,“Tow Patterns One Popularization” and other construction standards, andrevised high-quality substation project evaluation methods to promote power gridconstruction management. Although some of the results and experience were gained, inthe application of advanced project management ideas and methods, the power girdcorporations are still in the exploratory stage. Thus, how to apply advanced projectmanagement ideas and methods combining with the particularity of grid projectmanagement becomes the concern of gird corporations. Project management maturitytheory is a research hotspot and the forefront of concern of project management topics inrecent years, but the promotion and use of this theory in the field of power grid projectmanagement still lags behind. The complexity and uniqueness of many grid constructionprojects is the most responsible reason of it, and this also leads to the failure of achievingthe goal of power grid project. Therefore, this paper established a power projectmanagement maturity evaluation model, through making a reference to projectmanagement maturity theory research results and combining the particularity of thepower grid project, in order to provide some theoretical basis of grid project managementevaluation and improvement. It is of practical significance and research value.Firstly, based on the reference in the project management maturity of the theoreticalresearch achievements combined with the particularity of power grid project, this paperanalyzed the influencing factors on the grid project management maturity, andestablished the initial grid project management maturity evaluation system; secondly,through the survey analysis and the use of SEM, the survey data reliability and validitywere tested, whereby the grid project management maturity index system is established,and the weight of the index were determined; finally, by defining grid projectmanagement maturity rating scale grid project management maturity evaluation modelwas constructed based on matter-element analysis method, this can provide a theoreticalbasis for the power grid project management evaluation and improvement.
