So, capital instead oflabor, unemployment rise, some problems in the enterprise are serious such as runningfee, oweing cost, refusing to pay social insurance.Therefore, whether the enterprisesocial insurance payment rate is appropriate, these problems is payed attention to thesociety from all walks of life.The paper analyzes the status of social insurance payment burden in China, it usesa methods which is the combination of qualitative and quantitative, and compared withsome countries on international, we found that the enterprise social security paymentburden overweight in our country. The reasons of this problem is various, it hashistorical reasons and the realistic factors, at the same time, the social insurance systemin our country’s own design flaws are inseparable, together with the influence of anageing population and the economic transition period, they are adding to the corporatesocial insurance payment burden.The overweight burden of enterprise social security has brought about manynegative impacts for our country’s economic development. On the one hand, it occupysthe profits of enterprises, and reduces the competitiveness of the enterprises, on theother hand, it reduced the demand for labor, affected our country’s labor market, theunemployment problem is more serious. At the same time, the enterprise high socialinsurance payment rate limit the worker’s wages rising space, and the worker’sdisposable income is reduced, the consumption ability is insufficient, the economy is weak, it impacts on the development of the national economy.So, we should take various measures to alleviate enterprise social security paymentburden, for example, such as definiting the government responsibility, increasingfinancial support in the aspect of social security; Arousing the enthusiasm of enterprises,improving collects pay efforts; We should reform the wage institution and increase theincome of the social security fund through various channels; extending to the paymentyears of the endowment insurance capture, it can reduce the payment pressure for thesocial security fund, etc. Eventually we can achieve the balance of promoting enterprisecompetitiveness and consummating the social security institution.
