Depending on industrial revolution,the world economy is blooming,while globalwarming is another byproduct. To insure a healthy and constant economicdevelopment pattern,”low carbon economy”is consequently born,which is referred toan economic development pattern with less consumption of natural resources orenvironment pollution and more products. Fishery’s fixing carbon ability is graduallyrecognized by all countries. And carbon sink fishery further digs and definestraditional fishery’s sequestering carbon capability. Within China,it has received moreattention and developed a lot in recent years. The beginning of2011saw the firstlaboratory established for carbon sink fishery in Qingdao. At the end of the sameyear,carbon sink fishery and fishery low carbon technology forum was held inBeijing,where around40experts gave academic reports related to this very theme.Moreover,National Twelfth Five-year Plans raises”scientifically plan marine economydevelopment,improve such marine industries as fishery,rationally exploit marineresources and protect marine ecological environment”and Economic and SocialDevelopment Plans’purpose for climate crisis”emission of carbon dioxide per unit ofGDP to decrease3.7%each year and to be17%less in2015than in2010”,both ofwhich encourage and guide the development of carbon sink fishery clearer.The main objectives of this paper are as follows:to quantitively explore all thefactors affecting the fixing carbon ability of fishery and their quantitive performanceafter clarifying fishery’s carbon sink capability;then to further quantitively analyze itsregional governance effect and potential influence from such effect towards othersocial members;finally to discuss the internal relationship of regional governanceeffect of fishery’s sequestering carbon ability and sustainable development of marineeconomy and its structural impact on such regional development contents as securitymarket both qualitatively and quantitively.Main research methods are as follows:(1)the combination of quality and quantity,after qualitatively analyzing the reasons,developing trend and viable paths forcarbon sink fishery,it establishes mathematical model and then econometrical one ofcarbon sink fishery depending on calculus and microeconomics;it uses empirical datato quantitively analyze factors affecting the fixing carbon ability as well as regionalgovernance effect of fishery and applies Gordon-Schaefer model in explaining theinteraction between carbon sink fishery and marine resources’ sustainabledevelopment.(2)interdisciplinary analysis,the sunk carbon computation method isfrom aquaculture science which calculates the annual sunk carbon volume fromfishery as the explained variable in empirical analysis,through direct carbon sinkaccounting method according to the essence of marine creatures’ sequestering carbonand fishery’s annual yield.(3)modeling analysis,it designs and sets up a mathematicalmodel for the function mechanism of carbon sink fishery to dig into all the factorsinfluencing the fixing carbon process and the regional governance effect based onmicroeconomics and calculus and the carrier of carbon sink transaction market.(4)thecombination of static and dynamic analyses,the former is used in the analysis ofregional governance effect,horizontally comparing the volume of carbon emissionfrom the coastal provinces at a same time point;the latter one is applied to trace thedynamic variation of the time series data:annual sunk carbon volumes from thechosen district for20years.Innovatively raises the following quantitive conclusion and fruits. Firstly,thefunction of fishery’s sinking carbon is positively relevant to aquaticproducts’price,labor force of fishery,fix-capital input to fishery,comprehensivetechnical level of fishery,market concentration of fishery’s suppliers and activitydegree of carbon transaction market and a mathematical relationship between theyearly sunk carbon volume from fishery and the labor force acquiring fishingtechnics,fix-capital investment in fishery and price index. Secondly,in terms ofregional governance,a definition for the relationship of the products of aquacultureand fishing is carried out differently from the biological discipline via the carbontransaction price P,furthermore,the carbon transaction also facilitates the wealthredistribution process within fishery:the amount of transacted carbon and variation of carbon price make a complementary shift of the benefits gained from the transactionprocess for the two parties. Besides,other social members’welfare is negatively relatedto the carbon transaction amount and the third party(e.g.government) could usecontinuous dynamic game to regulate the two negotiating parties so as to maximizethe welfare for whole society. Finally,Gordon-Schaefer model is utilized to illustratethe mutual effect of carbon sink fishery and sustainable development of marinefishery resources.It realizes two major innovations:firstly,mathematical model is applied toquantify the function mechanism of carbon sink fishery,then to deduce itseconometrical regression and finally to empirically analyze factors that affect thesequestering carbon process. Secondly,quantitively analyzing the regional governanceeffect of carbon sink fishery and utilizing Gordon-Schaefer model to link carbon sinkfishery and sustainable development of marine fishery resources are adopted.Lastly,several feasible and expedient suggestions are given concerning thehealthy sustainable development of carbon sink fishery in the future and theestablishment of carbon sink transaction market from perspectives of technicallevel,fixed investment,labor force,industrial chain and international experiencereferences.
