Recently,Sea level rise,flood,drought caused by the deterioration of climateenvironment, increased sharply,which seriously affects the world hydrological,resources, agriculture, ecosystems, human activities and other aspects in the globalscope. And the climate change problem has posed enormous threat on the survival anddevelopment of mankind. According to the forth assessment report of IPCC,theaverage of global temperatures would have rose by1.1℃-6.4℃at the end of21stcentury, global warming will continue to sour. In order to effectively deal with climatechange, promote sustainable development, countries have to change the productiondevelopment idea, strengthen technological innovation, improve the efficiency ofenergy use, and develope renewable energy,the low carbon economy based on lowenergy consumption, low pollution, low emission should be the country’s overalleconomic development strategy.As a new economic model, Low carbon economy contains the connotation of thethree aspects: first, relatively to high carbon economy, the development of low carboneconomy aim at reducing the unit energy consumption carbon emissions (carbonintensity). Secondly, relatively to the new energy, controlling an alternative energy,thedevelopment of low carbon economy controls the carbon intensity, making theeconomic and carbon emissions dislocative growth (low carbon growth, zero growthor even negative growth), eventually to promote growth of economy and carbonemissions caused by energy consumption to realize "decoupling".Third, relatively tothe per capita carbon emissions, It changes people’s consumption habits andpreferences with high carbon, reduces per capita carbon emissions and carbonfootprint, and finally lives a life of the low carbon.on one hand,India, as a huge developing country,is suffering from climatewarming on agriculture, water resources, human activities and other aspects,such asthe decline in food production will affect the survival and development of thecountry’s1.236billion people,and0.84billion people are facing unemployment;riseof sea level resulted to the migration of7.1millon population annually;flood,droughts, hurricanes, earthquakes and other disasters occurred more often inIndia,anual loss caused by the climate change is to14billion. In order to effectively mitigate climate change, the development of low carbon economy has become anecessary strategic choice of India.India, as the second most populous country, is accelerating the process ofcitilization and industrialization to meet the needs of national economic development,which leads to the increasement of carbon dioxide emissions, and it becomes the fifthbiggest country on the emitter of greenhouse gases. However, whether the India’seconomic growth means the of unlimited growth of carbon dioxide emissions, is therea turning point of carbon dioxide emissions in the future. This paper boldly predictionthat there is an turning point of India future carbon emissions.To verify the hypothesis,first it carries on the regression analysis using the environmental Kuznets model, andthe fitting degree of the residual test results show that, the relationship betweeneconomic development and India’s carbon dioxide emissions is inverted "U" type,comply with the environmental Kuznets curve, and it exists carbon dioxideemissions’ turning point.Then it uses the method of SWOT analysis to study theadvantages of india in developing low carbon economy in economic structure,renewable energy, capital means;the opportunities like good policy environment, thelow carbon economy development trend, unilateral or multilateral internationalcooperation; at the same time, India is also facing its own development resources,population and other disadvantages as well as the international society on itsthreat,qualitatively analysis India’s potention on developing low carbon economy;Inorder to give full play to the potention of low carbon economy in India, it uses thestrategic SWOT analysis to put forward the corresponding countermeasures.Finally, itelaborates enlightenment of low carbon economic development in india to Chinese.
