Relations between regional economy and regional environmental constraints in recent years the study of regional economics, especially the relationship between carbon emissions and by the growth, which is more prominent in recent years has been advocating "low-carbon economy". The concept of "low-carbon economy" in the UK in2003was first proposed, then, many scholars from different angles, interpretation of the meaning of "low-carbon economy". More and more countries began to think that as carbon emissions continue to rise, the negative impact of its environmental, economic, and social aspects of serious constraints to the development of the country. According to the Intergovernmental Panel on Climate Change (IPCC) study, since the Industrial Revolution, human burning of fossil pigments (coal, natural gas) carbon dioxide emissions account for more than95percent of global carbon dioxide emissions. China is the second largest emitter of carbon dioxide of word, but also facing tremendous pressure to reduce emissions. Therefore, the study on the relationship between emissions and economic growth as well as how to achieve coordinated development between the two have important practical significance. Mostly of carbon emissions and economic growth around the Environmental Kuznets Curve (EKC) theory Expand the EKC theory elaborated long-term relationship of the environment of total pollutant emissions and economic growth, and that showing a typical inverted-U shape. Starting from the correlation of economic growth and carbon emissions, explore the huge regional differences in the context of the establishment of the Environmental Kuznets Curve, and Yubei District as an example for further study.Mostly of carbon emissions and economic growth around the Environmental Kuznets Curve (EKC) theory Expand the EKC theory elaborated long-term relationship of the environment of total pollutant emissions and economic growth, and that showing a typicalinverted-U shape. Starting from the correlation of economic growth and carbon emissions, explore the huge regional differences in the context of the establishment of the Environmental Kuznets Curve, and Yubei District as an example for further study. Keywords:carbon emissions, per capita GDP, the environmental Kuznets curveFrom the view of macro point, the large area (divided into East and in the three regions of the western region), three regional environmental Kuznets curve presents its own characteristics, the central and eastern part of the environmental Kuznets curve showingthe typical inverted U-shaped curve, while the western region of the environmental Kuznets curve special being U-shaped curve. This is due to huge differences in regional traditional EKC theory presented typical inverted-U shape China’s regional development in China, may not be true. It is due to this reason the region’s carbon emissions and economic growth needs to be discussed as a case. From the microscopic point of view, the relationship between carbon emissions and economic growth research Yubei District. Chongqing city as the western region of the window in recent years, economic development, especially industrial development is very rapid, and facing a very serious environmental pollution. Yubei District, the core area of the Two Rivers Area as a research object, Yubei District, the economic growth cycle, compliance Zhu Gula cycle fluctuation cycle in about13years; Yubei District, change the path of carbon emissions, carbon emissions volatility changes in after the "11th five-Year plan period began to intensify, and the growth rate of carbon emissions beyond the per capita GDP growth trend. EKC relationship between economic growth on emissions of YuBeiOu showing the more complex is N-type shape of the curve, instead of the traditional inverted U-shaped curve. Are N-type curve, Yubei have two economic growth at the same time and carbon emissions rising channel, only one channel down. Yubei District reached the inflection point when calculated per capita GDP threshold, by the early attainment of per capita GDP of the inflection point value makes the carbon emissions into the downward spiral. The further study of the causal relationship between economic growth and on emissions, economic growth is not the Granger cause of carbon emissions, and carbon emissions is the Granger cause economic growth. Shows the carbon emissions as the "inevitability," the price paid by industrial development and promote the economic development of the Yubei District, to some extent. Yubei District will be the development of energy-intensive type of industry as a pillar industry of the economic development, the need for industrial restructuring.Based on the above research thinking Yubei District’s economic growth and carbon emissions were "N" type curve, which is now Yubei District is in the second channel "N", the first rise, the Government hasnecessary from several aspects to improve the relationship between carbon emissions and economic growth ". The first is the effect of structure through readjusting the industrial structure of the carbon emissions impact. Promote the development of tertiary industry, to expand the proportion of primary industry in the three major industries. Secondly, in accordance with previously obtained Yubei District in line with the Zhu goura economic cycle, Yubei District can improve people’s living standards by increasing the per capita GDP, but also able to make the GDP value vigorously inflection point as soon as possible, making it the quality of life, environmental standards and technical the elevated level requirements, thus forcing the technological upgrading of enterprises in the market, the use of more environmentally friendly cleaner energy, but also the government continue to increase funding in this area, forming a virtuous cycle. Finally YuBeiOu more vigorously the development of international trade at the same time cautious introduction of foreign direct investment, to keep the economy healthy and sustainable development.
