Research On The Social Security Problem Of Land-lost Peasants In Xining

With the intensified process of urbanization and industrialization, large numbersof rural land has been expropriated, which lead to a large number of peasants lost theirland. The land is the dependence of lives for the great majority of land-lost peasants,which carrying the double function of production and social security. Once, the landhas been requisitioned, it means that the most fundamental means of production andlivelihood sources has been disappeared. Meanwhile our current land requisitionsystem and resettlement compensation system are not perfect, many peasants facedwith the plight of live while losing their land. Some landless peasants have to livewith the circumstances of no land, no job, no study opportunity and no life security,this phenomenon has seriously affected the peasant’s survival and development, and itnot only restricts the development of urbanization, but also breeds the socialinstability factors.Land-lost peasant social security problem is a great and practical problem whichrelated to social stability and economic development, if this problem is not solvedproperly, it will not only influence the harmonious and stable development of society,but also hinder the rapid and sound development of national economy. How to solveLand-lost peasant social security problem has become the focus of society at present.Xining, as a typical city in Qinghai-Tibet Plateau with the rapid urbanization, thestudy of land-lost peasant’s social security problem in the area has the typicalsignificance. Therefore, this article chose ten typical sample areas conducted a fieldinvestigation to learn the detail of their resettlement compensation, living standards,employment, social security policy implementation situation and the awareness ofland-lost peasants to the actual situation of social security, etc. According to thesurvey, while the peasants lost their land, the supporting social security measures problems are not resolved. In pension, medical care, employment and the lowest lifesubsistence allowances still existing some problems. In this regard, this paper deeplyanalyzes influencing factors of the social security problems of landless peasants inXining from five aspects which are the system, economic, social, legal and landlesspeasants themselves separately. Based on the analysis of problems, the author putsforward the countermeasures to solve the problem of land-lost peasants’ socialsecurity in Xining, in order to provide some reference for land-lost peasants’ socialsecurity problem.
