| Land is an essential factor in economic development, but also non-renewable finite resources, the Chinese's land is limited but capita are much more, especially the arable land for per capita is much less. China's economic construction land is much limited, on the one hand, intensive use of urban construction land can be developed a limited amount of land, on the other hand, land development costs are high, so the region has made land acquisition as the primary means for construction purposes, in particular collection of agricultural land, so farmers who used to protect their lives with farmland anciently are tightly linked with land acquisition. Reform is the driving force of development, urbanization is the inevitable trend of economic development, today, land is in great demand in urban and rural areas, the contradictions between urban and rural areas are exist everywhere in china. in recent years, Chang'an Xi'an' economic development rapidly, urban and rural land use conflicts are very prominent. For Chang'an's urban land is limited, and the high cost of transformation of villages, construction land supply is far difficult to meet the needs of economic development in Chang'an. the Chang'an District mapped out a grand blueprint of transferring a majority of Farmers to Townspeople and an economic leap-forward development strategy in the "Twelve·Five-Year" plan. To so strategic solve the land question is critical to Chang'an's economic growth, because land acquisition is necessary to overcome the pressure of the red line of 18 million mu of cultivated land, it also related to the land which used for the needs of building supporting facilities for various zone and urban construction, in addition, it also related to the long-term livelihoods about Chang'an's agricultural population which makes up 80 percent of the total. Based on this analysis, Starting from the macro to grasp and analyses from the microscopic, this paper clearly defined concepts and fully understand the present land-related policy, Be Based on well-grounded theory, this paper argues about the relationship between Chang'an Farmland Expropriation and Economic Growth, agricultural land requisition and food security, based upon these, this paper put emphasis on analyzing agricultural land requisition of Chang'an District and the relevant long-term social security of land losing farmers and give some feasible suggestions for the issues. |
