Research On Social Security Of Lost-land Peasant And Relevant Compensation System

With the industrialization and the urbanization of our country, it is an important issue affecting us building up a harmonious society that is how to compensate the lost-land peasant and ensure them to be employed. This thesis is trying to learn this issue by using a model of a sample city level, and making every effort to get certain experience to draw on in the real practice.Structure: First of all, by using case study and comparison research, this paper analyzed the status of lost-land peasant in Xi'an. In order to find out the reasons of the problem rising by the lost-land farmer, there are five same level cities have been chosen for the comparison research. Secondly, to start with factors such as farmer employment, life quality and social security level, calculated the index system according to the standards of compensation, referring to the relevant index data, carried out the model calculation, therefore figured out the standard formula of how should we compensate the lost-land farmer in Xi'an. Thirdly, clearly stated that the causes of lost-land farmer is the defects of rural land property system, which have obstructed solving the social security problems in rural area fundamentally. Fourthly, brought forward the issue that the government has to improve and complete the land expropriation system in order to build up a scientific reasonable compensation standard which could bring farmers under the pension, medical and unemployment care insurance system as soon as possible. Finally, made some policy suggestions on solving the problem.
