With the rapid development of social economy, population sharp increase, humanlife and production to promote the rapid development of society and economy in theprocess, material life has been enriched and welfare is improved, also produced greatnegative impact on the environment, the serious pollution of the environment, pay a hugeenvironmental cost, especially city air pollution affects human health and caused a greateconomic loss to the society, city air pollution problem has attracted the attention ofpeople in the world.As a result, atmospheric pollution caused a lot of problems, however, can connectwith the people closely is the people’s disposable income changes, especially the increaseof medical expenditure, medical expenditure increase has become our government andthe residents accepted fact, also become the backlog on the people with a very heavyburden, it causes enormous economic pressure to residents, the potential demand formedical services cannot be achieved, at the same time, because the medical serviceconsumption expenditure of residents occupy was too much, residents of other aspects ofconsumption was inhibited, thus affecting the healthy and sustainable development ofnational economy, in view of this, this paper through a review of the domestic researchstatus, main pollutants from the air quality and air (sulfur dioxide, nitrogen oxides, PM10)caused serious impact on human health aspects of analysis and summary. Based on thequestionnaire survey method, summarizes the related data inductive investigation,quantitative analysis of the effect of application of multiple regression analysis, modifiedevaluation method to cause respiratory disease on air pollution in Liaoning Province, andthen makes an empirical study on respiratory diseases medical expenditure, calculation ofcubic SO2, NOX, PM10were increased concentration of1mg will effects of theprevalence of respiratory diseases increased respectively8.48%,6.13%,7.27%. The datathrough the questionnaire investigation, calculation method using weighted arithmeticmean of the calculated annually, respiratory system disease resulting in per capita healthexpenditure residents was222yuan. Analysis of the relationship between air pollutionand respiratory diseases of medical expenditure, and puts forward some suggestions forpolicy makers, to give some help, to ensure that the fiscal expenditure for medical matters right and promote the efficiency of fiscal expenditure, to improve our socialsecurity system.
