Speeding up of urbanization process caused rising of landless peasants as a socialgroup, due to the drawbacks of rural land requisition system, this lead to the fact thatinterests of landless peasants has not been effectively protected, so they become city’snew vulnerable groups. Because mass incidents which caused by improper handling ofland acquisition benefit process are not uncommon, a series of problems caused by landbecome a factor affecting social harmony and stability, if we don’t get this issue seriouslyand properly handle it, it can affect the construction of a harmonious society. In recentyears, the party and government attach great importance to this issue, they reduce landmass incidents through the improvement of relevant laws and regulations and preferentialpolicies, they use an unprecedented effort to protect the interests of landless peasants.This thesis is divided into five parts:The first part reflects the problems of research background, points out the theoreticaland practical meanings of the issue, shows possible creativity of this article which ismade by summarizing and organizing the domestic and international data based on ruralland issues.The second part makes definitions of such concepts as landless peasants and ruralland, expounds the connotation of Amartya Sen’s capabilities theory and use of thistheory in the article.The third part describes the status of rural land issues in J City, shows problems ofthis city in different issues, such as the land acquisition procedures, compensationstandards, compensation, job placement, land acquisition process and others.The fourth part applies Amartya Sen’s capabilities theory to make in-depth analysisabout the cause of rural land issues in J city.The fifth part shows solutions of rural land issues in J city. It combines capabilitiestheory and shows probable solutions for existing problems, including ensuring thepolitical participation of landless peasants, as well as their freedoms and rights,improving the economic conditions of landless farmers, making improvements ineducation and employment systems, increasing the transparency of informationdisclosure in land acquisition process, improving protective security of landless peasants.This thesis uses J City as an example, makes analysis of problems in rural land using Amartya Sen’s capability theory, shows appropriate solutions, which have criticalimplications for the maintenance of social harmony and promoting social justice.
