Since the China Sixteenth National Congress of the Communist Party, the centralattaches great importance to self-development capacity of the western region problem.In2010July, the CPC Central Committee and State Council held a working meeting ofthe western development, the launch of a new round of large-scale development of thewestern region, and put forward to enhance the ability of self-development as the mainline, to support poverty-stricken areas to speed up development, and strive to explorenew development mechanism.This study from the Xiangxi Tujia and Miao Autonomous Prefecture of reality,on-the-spot investigation and empirical study method, the integrated use of the literatureretrieval, according to the three level, economic output and output per capita industrialdevelopment level, the financial revenue and expenditure, fixed asset investment level,the level of financial development, communication and medical service level and thedevelopment trend, the growth rate difference, other indicators, using the double loglinear model of C-D production function on the present situation of economicdevelopment in Xiangxi Tujia and Miao Autonomous Prefecture, the total economicscale is small, the output per capita and low level of income, the imbalance of economicdevelopment, industrial structure is not reasonable, low level of urbanization, the fiscalgap and savings and loan gap is serious, the county economy lack of funding, level ofcommunication and medical service is backward main problems; also found that theindustry is not strong, ego development capacity of regional spatial structure is noteconomic, financial services lags behind, investment efficiency is not high (privateeconomy is backward), county division of labor is not strong is the main obstacle to thedevelopment of Xiangxi Tujia and Miao Autonomous Prefecture of self.Therefore, in this case, the research from the economics, management science,sociology, and political science perspective, drawn from seven aspects: one is tocultivate and expand characteristic industry, the implementation of cluster developmentmodel; the two is to accelerate the process of urbanization, the optimization of regionalspatial form; three is to increase financial network the cloth, the financial innovation inthe form of county; the four is to encourage the development of private economy,creating employment by entrepreneurship atmosphere; five is the innovation of countycooperation mechanism, optimize the industrial division of labor; six is the jointregional center city, blending into the global value chain; seven is to enhance educationquality, to promote scientific and technological innovation to enhance the endogenouspower, promotion self development ability, developing ability of the society, the abilityof technical innovation, system innovation, from the long-term dependence on externalforces to promote the development of the self, countermeasures.
