As the city life level unceasing enhancement, the city center area such as trafficcongestion, parking, and environmental pollution problem is becoming more and moreserious. Park-and-ride measures can guide the implementation of the traveler frominefficient cars travel mode transfer to the effective way of public transportation,optimize the structure of urban transportation, road resource utilization efficiency,reduce traffic congestion, the city center area solve part into the city center area parkingproblem of the vehicle, it is of great significance to the sustainable development of thecity. Similarly, congestion charging and guide urban travelers choose reasonable travelpath and measures, and the way of travel abroad have been successful cases, existingdomestic cities to work in the research, so the congestion charging as a traffic demandmanagement measures, may in the future. Foreign congestion charging and parkingtransfer to the application of two kinds of measures to control traffic demand and centralobtained obvious effect, so the congestion charging park-and-ride system under thebackground of comprehensive application of two measures for pricing decisions has acertain value.Firstly, this article analyzes park-and-ride system and congestion charging system,at the same time the interaction relationship between the two systems, and illustrates thecity under the background of congestion charging set conditions and significance ofparking lots. Congestion charging rates and parking transfer rate is an important meansof adjusting the center control area, at the same time again there is a competitiverelationship between two kinds of way to travel. After the implementation of congestioncharging, parking transfer is the main measure of balance charge unfairness, at the sametime increased the degree of popular support.Secondly, this article analyzes the cost of congestion charging case park-and-ridesystem impedance. Analyze the car the time value of traveler, parking in the trafficnetwork transfer trip and congestion charging process were analyzed, and the personaltravel cost are two kinds of way to travel.Finally, this article analyzes the externality of transportation systems, parkinginterchanging and congestion charging the external costs of two kinds of travel way, atthe same time, analysis the relationship between the individual travel cost and traffic road area road network capacity and road run time. According to the internalization ofexternal cost and road network capacity constraints to establish park-and-ride systembased on the social optimal pricing model, through the case analysis to verify this model,to solve the parking transfer rates and congestion charging rates, to prove the scientificnature and effectiveness of the model.
