Study Of The Congestion Charging And Its Implementation Effects On The Choice Of Resident Trip Mode

With the fast speed of the development of the city modernization,the population gathered there in the city, and people’s living level is higher and higher,so quantity of the motor vehicle increasing in a incredible speed,at the same time,the existing transportation resources in city are limited,so phenomenons of congestion occurred frequently in most big city,which became a heated social discussed issue.Researches at home and abroad on the problem of traffic congestion shows that we can’t solve the problems from the perspective of supply or demand.Congestion charging,as a way of traffic demand management,which currently is the effective mean to alleviate the congestion problems in abroad.Although many domestic cities suffering the congestion had wanted to adopt such method,but the rationality of the method of congestion charging and the its impacts have been questioned, so at present in China has no practical experiences.This article is aimed at this kind of situation, on the one hand, put forward congestion charging method, on the other hand,analyze the effect on residents travel mode choice under the condition of congestion charging.Firstly.The paper analyzes the present situation of the congestion,the causes and solution,discusses the conception of congestion charging, and its target group, analyzes the influencing factors of the level of charging,further discuss the positive and negative outcomes which based on the foreign experience of the implementation.Then,on the basis of research of congestion charging,starting from the view of externality, quantificationally analyze the three major negative externalities:delay value of time, pollution of tail gas, energy consumption,then giving the correspondingly quantificationally calculation model,establishes a pricing model based on externality,and gives an example,which comes out the instantly plan.Lastly,discusses influences of congestion charging on the selection of trip mode, the influenced factors of trip mode and establish a MNL model,at last unites the investigated datas of Nanjing,aiming at make predictions of the possible impact on the trip modes after the implementation of the congestion charging,which obtained that when the level of charging increasing,the probability of choicing the car become lower.Outcomes means the method of congestion charging can relieve the dilemma of congestion,at the same time we should develop the public transportation.
