Regional Comparative Study On Innovation Environment Of Western China

From the perspective of the system theory, the thesis takes the regional innovation system based on "Elements-Structure-Environment-Function" as logical model, divides the innovation environment into five categories, Economic Basis Environment, Innovational Institution Environment, Innovational Technology Environment, Internal Demand Environment and External Open Environment, builds an evaluation system, collects data of western areas in China from2000to2011, analyzes the innovation environment in western areas for historical comparison, then uses principal component analysis for data dimensionality reduction, compares the innovation environment among western regions by ANOVA, and compares the correlation between regional innovation environment and innovation output.The empirical results show that, firstly, the western innovation environment is at a low level but develops rapidly. Secondly, western areas show great difference on innovation environment, which Sichuan, Shaanxi, Guangxi and Chongqing behave good, Yunnan, Inner Mongolia, Xinjiang and Guizhou behave general, Gansu, Ningxia, Qinghai and Tibet behave poor. Thirdly, the Economic Basis Environment has a significant effect on the regional innovation output, then followed by are External Open Environment、 Internal Demand Environment、Innovational Technology Environment and Innovational Institution Environment.At last, the thesis proposes countermeasures to the entire western areas to improve innovation environment:develop macro economy, consolidate the basis of innovation development; enhance the innovation developing power, improve internal market demands, quicken opening pace; play the role of government, increase innovation support, accelerate the construction of technical infrastructure. Then the thesis makes different recommendations to western regions in different developing level.
