The Study On R&D Activities Situations And Supporting Measures

Research and development is the basic motivation and source of creativity in acountry or regions’ economical development, and it is the central part of the scientificand technological activities. In this paper, from the perspective of research background,we first pointed out the importance and significant role of the research and development.Secondly, by analyzing Xinjiang region’s overall level of investment on researchpersonnel, managing research budgets, handing research outcomes and pertainingstrategies since the year of2000, we obtained the characteristics of the region’sscientific and technological activities. Moreover, based on the characteristics ofXinjiang region’s scientific and technological activities, we took an operation on theexisting problems and their main causes. As a result we found out that the main causesare as follows; severe research personnel shortage, limited sources of financial aid forresearch activities, comparatively lack of understanding of intellectual property rights,and rather low efficient execution of carefully planned strategies. In the end, we pointedout relevant suggestions to solve the existing problems mentioned above and offeredrelevant government sectors references and data bases.
