Study Of The Priority And Influencing Factors Of Farmers' Demand For Supporting Policies Of Vegetable Traceability System Construction

A Chinese old saying goes: food is the first necessity of people. Yet with the fast development of science and technology, incidents related to food security happens frequently in the 21 st century. Hence, the problems draws attention from both government and ordinary citizens. In 2013's Central Rural Working Conference, President Xi suggests that the supervision on food security should regarded as an index of governing ability.Vegetable is the necessity on our table. The problem is that: even the consumers' demand is increasing, the admittance criterion is reducing. In such procedures as producing, circulating and consuming, various problems exit. The abuse of pesticide and fertilizer cause many accidents. Recording the essential information in all links and establishing the traceability system can be a guarantee of safe vegetables. Now, we are only in the primary stage. Because of the absence of laws and policies, our present vegetable traceability system can only cover a small area. It is necessary that we focus on the interests of farmers, get to know and analyze the needs about the supporting policies. These steps can help the government to set suitable policies for the farmers.The date used in this research is based on the field research in 8 counties in Jiangxi Province: Leping, Dongxiang, Anyuan, Qianshan, Xingguo, Xinfeng, Yongfeng and Xiajiang. 361 questionnaires are collected. At the beginning, the research sort the farmers' needs of the supporting policies, list the frequency and analyze the differences(based on statistical characteristics).Next, the research use clustering analysis and sorting method to get to know different levels of requirements and priorities of both total needs and the needs of farmers of different features, and use the Binary Logistic Model to analysis many factors, which influence the farmers demand for the supporting construction policy of the vegetable tracking system. According to the research conclusions, it is suggested that we should expand the financial support, and improve the farmer's economic level; give play to the government function and offer effective market information; strengthen the technical supervision and build a reasonable regulatory mechanism; provide the means of production and ensure the supply security system; consolidate policy guidance and put the educational propaganda work into practice, to make sure the construction of vegetable traceability system go smoothly, and also provide a reference for making the supporting policy of government relevant departments.
