Study On The Supporting Policies For The Construction Of The Main Functional Areas Of Gausu Province

Advancing the construction of the main functional areas can not only promote the rational distribution of population, resources, environment and economy, which is also an important measure to enhance regional regulatory capacity, to build a harmonious society,to achieve balanced, coordinated and ambitious goals of sustainable development. The13 th Five-Year plan had proposed that the role of the main function area as the basic system of land and space development and protection should be strengthened, the policy system of main functional areas needed to be accelerated and improved, and the supporting policies system of main functional areas should be perfected, promoting the localization development of various regions based on the subjectivity function. Most importantly, according to the main functional orientation, adjust and improve the regional policies, regulate the order of space development, it will be the most priority to achieve efficient, coordinated, sustainable land space development pattern.Gansu Province is a key strategic province of implementing national ecological barrier construction and compensation experimental zone. Good supporting polices are benefited to main function area construction. There are great differences in the spatial structure and economic development stage of the main functional areas in Gansu Province. In order to ensure the realization of the strategy of the main function areas, it should be based on the situation in the province, to develop and improve with a difference construction of supporting policies in the main functional areas. At the same time, according to the local conditions and form a scientific policy system,policy direction and intensity should also be different in different types of main functional areas construction. it is also the key to solving the problem of uncoordinated regional policy dimension.This study is based on the current situation of Gansu Province’s main functional areas construction development and implementation of the policy. Under the perspective of the theory of the main functional areas construction. Using theoretical knowledge of economics, political science, management and other aspects, to explore the mutual relations in the supporting policy system of the main functional areas of GansuProvince. And analysis of the three major functional areas of the industry,finance,investment,population,environment,land and other six kinds of policy points again.And combined with specific cases in various types of main functional areas problems putting forward the counter measures to break through the bottleneck of constraint.
