Petroleum equipment industry chain exists in the value chain in the field of petroleumequipment industry, and it refers to the petroleum resources that are mined and processed in acertain area forming enterprise groups and the ecological complexes which promote thedevelopment of petroleum equipment in the matter of the resource, technology, market,economic closely linked and interdependent. This paper studies research background andresearch significance of the petroleum equipment industry chain construction, and researchstatus of petroleum equipment industrial chain are discussed and reviewed in this paper, andthe research methods and research idea of this article are determined.In this paper, we studythe related basic theory, included related theory of project management and the constructionof oil equipment industry chain.It analyzes the current situation of the development of daqing petroleum equipmentindustry chain construction. Daqing petroleum equipment industry chain profile includes:distribution of daqing petroleum equipment enterprises, daqing petroleum equipment industrybase analysis. Daqing petroleum equipment industry chain and industrial chain developmentat home and abroad include: major foreign oil equipment enterprises in the main distribution,domestic petroleum equipment enterprises in industry chain distribution, compared with thepetroleum equipment industry at home and abroad. Problems existing in the construction ofdaqing petroleum equipment industry chain include: the smaller scale, not obvious industrystatus of whole enterprise development, not prominent development advantage, the enterprisedevelopment needed to improve, lower and unsound industry development level. Itdetermines the specific planning of the construction projects. Industrial chain positioningincludes: focus on product selection, key development project planning, focus on investmenttarget enterprise and focus on industry design. Development steps and goal programminginclude: step analysis and determination of goal programming. Development patterns include:high-end development direction development, innovation and development, internationaldevelopment and differentiation. Development layout include: geographical location layout,internal information platform layout, public manufacturing center, auxiliary facilities layout.It establishes a project management countermeasure. Management strategies include: definingthe scope of the project management scope statement, project scope verification, controlling the project scope. The progress of the project management control strategies include:organizational measures, management measures, economic measures, technical measures.Project management cost control strategies include: the target cost management,strengthening project change management, strict control of site visa, control productionmaterial consumption and reasonable price. Project management safeguard measures include:setting up the rules of project quality, strengthening and improving the project targetresponsibility system and supervision mechanism.
