Research Of Road Policy Structure Refome Issues In Henan Province

With the rapid improvement of the modern Chinese economy and politicalrestructuring,the current management mode restricts the development of expresswaybadly. Therefore, the traffic department will mainly focus on transformingmanagement thought,optimizing the organization disposition,improving the quality oflaw enforcer,increasing financial transparency to win the confidence of the people.In paper, The Henan Highway System is analyzed by using empirical approachand literature data mining based on the fact of that the status quo is reflected from realdata.It analyzes the current situation of road administration and roads in Henan, listsroad administration personnel’s structure and management、 law enforcementmethods、and sources of funding. Because of the irreconcilable contradictions andconflicts in current system, the new reform schemes are proposed to The Henan roadadministration based on scientific and rational methods, combining of advancedexperience in foreign countries and domestic status.Each issue correspond to each setof reform programmes,the difficuties and effects are also predicted inadvanced.Aiming at improving the scientificity and transparency of the roadadministration system in Henan province, it is the commonly recognized tendencythat the institutional position of government should transform into theservice-oriented dimension, lining with the people-oriented principle and thescientific development view. It has been proved that this transformation iscontributive to promote the development of local reads administration. Apart fromthat, it is also helpful to facilitate the traffic conditions of local citizens, and topromote the rational use of the fund and tax. Road administration is a kind oflong-term public service, which directly determines the further economicdevelopment of the whole country and reflected the humanities characteristics.Therefore, it should be insisted as a significant state policy in the long run.The reformschemes proposed in this paper and the expected difficulties have the certainreference value to the Henan Provincial Traffic Department.
