Scientific Outlook On Development Road Of New-type Urbanization Perspective

It is inevitable for our government to carry out the strategy of urbanization inrealizing China’s socialist modernization. Although a succession of achievements havebeen made in China’s traditional urbanization, we also faced some severe problemsincluding the uncoordinated development between urban and rural areas, the widenedgap between the rich and the poor and the urbanization. The rate of China’surbanization has reached52.57%in2012which indicates that we’ve entered themiddle stage of urbanization development. And we have a long way to go in thiscritical period. The reform of the traditional development model of urbanization is inurgent need to avoid falling into “Latin American trap” in the future development, thusmaking sure the right direction of urbanization development. It plays a significant partto give a correct analysis of the existing problems in China’s national conditions anddevelopment and formulate scientific strategy of developing urbanization in ensuringstable development of our economy and society in the future.Scientific outlook on development has been established as the important guidingideology of the communist party at the18thNational People’s Congress. We shouldpromote the development of urbanization under the guidance of scientific outlook;adhere to the core idea of people-oriented and carry out the reform of traditionalurbanization by making overall plans and taking all factors into consideration. Deeperresearch has been carried out into the basic concept of scientific outlook ondevelopment and urbanization in this paper. The reasons have been given to theproblems brought by the development of urbanization. After taking all the above intoconsideration, new countermeasures have been raised to promote urbanization under the guidance of scientific outlook on development.The article consists of5parts, the differences between the concepts ofurbanization, the connotation, the law of development of urbanization and the role itplays in developing the economy and society are discussed in the first part. The secondpart summarizes the problem arising in the traditional urbanization development andits reasons by discussing the present situation of urbanization development, and finallythe challenges facing the urbanization development have been put forward. The thirdpart summarizes the experience of the countries including the United States, Japan andso on in their urbanization development, which provides reference for our development.The innovation of new-type urbanization development and inherent requirement of thescientific development are discussed in part four. And the fifth part put forward newcountermeasures of urbanization development from four aspects including thetop-level design, the reform of the system, the public policy and the industrialdevelopment.
