City leisure function, is the important content to improve the level and quality of city development, it is necessary to life satisfaction of residents of the city part of the city, is a "people-oriented" concept of development of the times. Under this background, in-depth study of the city public recreation supply situation, will help government departments to understand the situation of supply and demand, formulate feasible leisure development policy, and constantly improve the level of public leisure services, promote the whole society to the healthy and orderly development of leisure life.This paper on the basis of previous research, the integrated use of literature retrieval method and questionnaire investigation method, pay attention to theoretical and empirical analysis, qualitative and quantitative, and both induction and deduction, a more in-depth analysis from the perspective of macro and micro two of China’s urban public leisure service supply situation, existing problems and improvement strategies to change the past, domestic public leisure research using a qualitative description of the tradition, and provide reference for improving the level of China’s urban public leisure services. The main conclusions of this study are as follows:(1)The macro level. China city public leisure service supply exist the following problems: One, lack of overall system, policy of government supply public leisure, fuzzy boundary; Two, the supply mechanism of frame segmentation, decentralized functions; Three, functional departments attach great importance to the management, ignoring the allocation of resources; Four, the supply of single subject, the non-government higher barriers to entry; Five, the total amount of financial investment is low, the expenditure structure is unreasonable; Six, public leisure resources shortage and unbalanced. The research should be from the following five aspects: First, improve the legal mechanism of public leisure service supply to be established, so as to form the public leisure service supply institutional and legal constraints. Second, the unified organization of leisure management should be established as soon as possible, is responsible for the overall public leisure services, break the status quo, management functions scattered regime, strengthen the communication and cooperation between various departments. Third, the phasing out of government in culture, sports, media and other aspects of nonprofit organization more regulation, give full play to the role of the private sector and non-profit organizations in the public leisure services in the field of action. Fourth, to further increase the supply of public leisure service budget, improve the system of financial relationship between central and local governments, to explore the intergovernmental transfer payment system, as far as possible to shorten the gap between the level of regional economy. Fifth, pay attention to and strengthen the leisure research in academic community funding, to ensure that the research results can be a greater degree of government supply of public leisure services, leisure related policy formulation to provide intellectual support.(2) The micro level. The survey also found that, the biggest obstacle is still no idle time city residents can not often use public leisure space, and the inconvenience of traffic is more than leisure facilities too little second restricting factors, in addition, the public place of entertainment or inadequate facilities are also important factors. Due to the implementation of a comprehensive system of paid leave in the short term, should be through the improvement of the invalid system efficiency, speed up the holiday system legislation and implement standard way, as far as possible to increase the public’s leisure time. Construction of small distributed leisure supply system in the center of community residents, to guide local dispersed leisure, in order to solve the trafficin convenience due to the poor accessibility of public leisure resources constraints. Make full use of social leisure resources, such as subsidies to private bookstores, advocate the education community, as far as possible to alleviate the current situation of community public recreation supply shortage.
