| Thirty years of reforming and opening up, China’s economy has experienced changes in turn the worldupside down, prosperity, people’s quality of life and social improvement has witnessedthe brilliant achievements in reforming and opening up. But at the same time, the implementationof unbalanced development strategy based on differences in resources make China’s regionaleconomic differences. Entered in21st Century, the Third Plenary Session of the Sixteenth CPC putsforward regional coordinated development strategy, in order to gradually narrow theregional differences. At present, China has achieved the the first and second goal "three-steps "stratagem, isto achieve a comprehensive well-off society and efforts. The implementation of regional coordinateddevelopment is an important link to realize the third step target. On the transition of development, localprotectionism germination, vicious competition despite repeated prohibition have derived a series ofnegative phenomena that impede the normal flow of inter-regional, hinder normal economic exchanges andeven regional coordination——"border effect". Soon comes the birth of the Central Plains Economic Zone,integration of the5provinces into the development is more difficulty.Using convergence analysis, urban per capita GDP, the shortest transportation distance between citiesand provincial boundaries dummy variables as indicators, building Barro regression models. Through theprovincial border effect quantitative research, we draw the following conclusions:①per capita GDP is the most important factor affecting the boundary effects, higher GDP per capitagrowth rate of region gradually slowed down, the lower parts of the city ’s economic growth becomes moreobvious, the gradual evolution of the inter-provincial economic divergence to convergence trend.Henan is the main area of the Central Plains Economic Zone with surrounding provinces showed convergence;②inter-provincial shielding effect on the whole is decreasing, mediating effect gradually increased, theshielding effect of individual provincial boundaries have begun to mediating effect transformation.Openness of borders in general increase, showing a trend of integration;③distance as the secondaryfactor on the provincial border effect is not significant, and its influence is on the wane with theimprovement of urban transport in Central Plains Economic Zone. Traffic conditions have been unable tohinder the integration trend overall in Central Plains Economic Zone.According to the results of quantitative research of border effect, combined with the actual of CentralPlains Economic Zone, the paper summarizes following provincial border effect transformation pathselection. The macro level, the Central Plains Economic Zone should improve the mechanisms forprotection under the law, establish a mechanism which market-oriented and the role of the government tobetter social mechanism of boundary effects transformation system. Microscopic, between western Henanand Shanxi should expand cooperation in the energy field to cooperation in various fields; betweenNorthern Henan and Hebei should be relying on the basis of the old industrial base towards the newindustrialization; border regions between Henan and Shandong should be strengthened focus on povertyalleviation, improving transport systems and deepening the open borders; eastern Henan-northern Anhui–Southwest Shandong should rely on the advantages of folk traditional and seize the era opportunities ofnational strategies to meet the challenges; Shanxi-Hebei–western Shandong should rely on existingtraffic conditions as to build economic belt along the channel to widen economic exchanges.Based on border effects analytical framework constructed in this paper, we has conducted to determineand measure the presence or absence of inter-provincial border effects in Central Plains Economic Zone,the transformation mechanism is analyzed and studied systematically. we want to extend the theory of border effects of a certain reference value, the more hope for bringing a positive role to promoteinter-provincial economic coordinated development scientifically in Central Plains Economic Zone. |
