Based on defining connotation of new urbanization, this paper establish evaluation index system,taking the country scale as basic research unit, taking all municipal districts of a city as a whole, juxtaposeit with the country, use Entropy Weight method, Coefficient Variance, Theil index and ESDA-GIS, analysisspatial patterns and evolutionary characters of new urbanization in CPER between2000and2011.The research shows that “Economic Benefit”,“non-agricultural employment level” and “the level ofmarket development” are the main factors that influence the level of new urbanization in CPER; the overallregional difference of new urbanization is reduced while proportionality enhanced from2000to2011; theoverall spatial pattern changes little while the phenomenon of dividing form east to west is obvious, thespatial pattern of west high and east low hasn’t changed much. The high level districts mainly distributealong the Beijing-Guangzhou Railway and LongHai Railway, hot spots of new urbanization are highlyclustered around ZhengZhou in Central Henan Urban Agglomeration, but the gather trend of hot spots isweakened a little. The level of new urbanization in municipal districts is much higher than commoncountry areas. Interprovincial boundary regions experience a lower growing speed and a lower level ofnew urbanization than any other areas, always engender the cluster of cold spots and sub-cold spots,especially in the north of Anhui province and east of Henan province,north of Henan province and southof Hebei province,south of Henan province.Based on analyzing the spatial distribution pattern of new urbanization level, point out that naturalresource and environment, historical development basis, location condition, the agglomeration anddiffusion effects of urban agglomeration and central cities are the main factors that drive the change of spatial pattern of new urbanization in CPER. Analysis concrete measures to promote the level of newurbanization in CPER in practice, which can be concluded in four dimensions, each is “how to promoteeconomic strength, promote non-agricultural employment level, cultivate and enhance the function ofmarket, promote the level of education and environmental protecting”. It is suggest that the “One core,Two belts, and One group” internal core framework and four external contact and communication links ofCPER should be built in the next couple of years, which is aimed at making the “One core, Two belts, andOne group”, to be specific, are: to strengthen point promoting effect of Zhengzhou as the core growthpole of CPER; to build JingGuang Railway and LongHai Railway industrial belts as the basic frameworkto support new urbanization in CPER, playing its axis-belt supporting role; to build Central Henan UrbanAgglomeration as the core growth plate of CPER, playing its plane supporting role and perfectingpoint-axis spatial structure of new urbanization of CPER; to build Handan, Xingtai and Liaocheng area asthe tie which can accept northbound industrial transfer from Bohai Sea Economic Zone; to build Shangqiuand Bengbu as the bond to connect eastbound with East China; to build Sanmenxia, Yuncheng of TheYellow River Golden Triangle as the bridge to connect westbound with West China; to build Nanyang andXinyang as the links which can couple with Wuhan Metropolitan and Xiangyang area; and formingnetwork spatial structure of new urbanization gradually.
