Urban andrural residents of social endowment insurance fairness can not only be settled by Coordinative developmentof urban-rural area and uniform system, problems such as unfairness,intergenerational unfairness,livingstandards of urban and rural residents,differences in Pension demand level and Old-age security sources areneed to be addressed.Based on such social backgroud,combined with Documentary Research,ComparativeResearch, Qualitative and quantitative analysis,coupled with The basic connotation of fairness, evaluationindex and constructed Principles,we can drawn an in depth analysis report on the the status quo fairness ofthe residents of urban and rural social endowment insurance system in China,then put forwardcountermeasures in light of all kinds of fairness exists in this mechanism.In this article,Urban and rural residents of social endowment insurance, its relevant laws andregulations was formulated by the government organizations,eligible urban and rural residents can join thissystem of their free will,guarantee fund consisted of government subsidies,social mutual assistanceprograms,individual contribution,could be used as an institutional planning to insure the basic living of theold people.when it comes to Urban and rural areas insurance equity, we should pay equal attention to theinternal and external balance and intergenerational equity, both urban and rural areas.Rural and urbanendowment insurance system come through three phases in according to author,Rural endowmentinsurance system,urban endowment insurance system, implement the combination of two systems,webelieve that the current system can insure fair chance, rules, results in the participation for both urban andrural residents after the analysis of the urban and rural social endowment insurance.Also,we should notfail to see that inequality still exists in this area, unfair phenomenon outside the system,Embodied in thegap of social old-age security level between urban and rural residents and urban workers (national office, institution and town enterprise worker employment) is big.
