In addition, the merger implementation of the two insurance is of great significance for connection of the basic old-age insurance system for urban and rural residents and other social security systems, and for promoting the merger between different groups of endowment insurance system.Y County under the jurisdiction of the administrative region of Shandong Province, started the work of urban and rural residents endowment insurance in August 2013. The establishment and development of urban and rural residents social endowment insurance cater to the needs of Y county society’s and system’s development, rapidly advancing within the county. Grassroots agencies at all levels carry out the implementation steadily,so that the majority of urban and rural residents understand the system of benefiting people, achieving initial results. At the same time, many problems have been highlighted in the process of implementation, hindering the further development of the system.This study takes Y County as an example with the methods of theoretical analysis and empirical research. Based on the theoretical foundation, the background, the content of implementation, the results of the implementation, the existing problems and reasons analysis and countermeasures and suggestions for the social endowment insurance of urban and rural residents in Y County, the following conclusions are formed:(1)From the perspectives of social justice theory, public goods theory and the theory of urban and rural integration, we unscramble the implementation of endowment insurance system for urban and rural residents. Social justice theory, from the perspective of establishing social security system more equitable, in under the guidance of social justice theory, in the face of all kinds of people in our country enjoying endowment insurance treatment is largely uneven at present, which is contrary to the social fairness and justice. The establishment and perfection of the basic old-age insurance system for urban and rural residents has played a role in maintaining social fairness; Public goods theory thinks that old-age insurance for urban and rural residents has the properties of quasi public goods which is provided by the government and the market together.
