With the acceleration of urbanization, urban infrastructure significantly strengthened,the infrastructure funding demand is huge. Due to the Central Committee and thegovernment finance is limited, investment and financing issue has become a key ofconstraining infrastructure development.In this context, BT as a new financing modelto be introduced into China, and gradually implemented in the field of urbaninfrastructure development. There are a lot of risk influence the success of BT project,such as political risk, construction risk, financial risk, repurchase risk, natural riskand so on. The assessment and reasonable sharing of BT project risks is key to thesuccess of BT project.Establishing BT project risk index system is basis and premise of a reasonablerisk-sharing project. According to the basic concepts, the basic characteristics,categories and characteristics, operational processes of BT mode, this paper analyzesthe causes of project risks BT and BT project risk characteristics, by the use ofliterature reading method, statistical analysis in BT project risk analysis, build the BTproject risk indicators.Through the research of the BT project risk sharing principle, sharing evaluationstandard, object of risk sharing and risk sharing process, this paper further improvethe risk sharing framework. The BT project risk sharing contain main level risksharing and secondary level risk sharing, including the risk sharing from the first timethe contracting phase and performance of the phase. Based on the BT project risksharing principle, we construct the evaluation standard of risk sharing by using thefuzzy analytic hierarchy process and TOPSIS method. And then, we find that theresults of a project risk sharing study is rationality and applicability.
