The Implications Of Singapore Free Port Mode To China (Shanghai) Pilot Free Trade Zone

Since the21st century,on the one hand,the competition in global trade market is increasingly fierce because of the rapid development of worldwide regional economic integration organizations, and the slow global economic recovery depress international trade.On the other hand,the situation of social and economic development in our country requires that we must promote reform and opening up persistently and transform the pattern of economic development as soon as possible. In the face of severe domestic and international situation,China set up China (Shanghai) Pilot Free Trade Zone (FTZ) on September29,2013in a bid to reduce administrative interventions,ease restrictions on investments,further open up its financial system,and internationalize its currency to booster shipping, logistics, and commerce,at the same time to explore a new path of comprehensively deepening reform and accumulate experience serving the whole country.In a large number of free trade area of the successful cases in the world,the development mode of Singapore free port has the very good reference value for Shanghai Pilot FTZ. In this paper, combing through the development of Singapore free port, I find it generally experienced the two phases that transform from completely re-export freeport to limited free port contained comprehensive functions. It is with the constant evolution of Singapore freeport’s development goals, the industrial structure and preferential policies,Singapore’s economic development step into the fast lane. Among them,excellent geographical location,efficient government guidance, strong policy support,and powerful personnel protection are several major factors of successful Singapore free port.In the comparing research between Shanghai Pilot FTZ and Singapore free port,we concluded that,although their development mode and FTZ functions vary,the development prospect of Shanghai Pilot FTZ are not inferior to Singapore free port.We can learn from them in the management structure,operation mechanism and implement policies to better build Shanghai Pilot FTZ.Therefore,this article in the fifth chapter presents five implications of the Singapore free port mode for Shanghai Pilot FTZ, namely:one,gradually exploring the transformation of government management mode by the government leading to the enterprise leading;second,innovating the mode of trade regulation and strengthening the coordination of investment policies;third, through opening the offshore financial business to promote the development of the entire service industry in Shanghai FTZ;fourth,developing high-end service-oriented international shipping center; fifth,establishing a sound regulatory system on the basis of strict laws and regulations.
