Research On Shandong Government Purchasing Public Services To Social Organizations

Since China’s government procurement of public services from social organizations into the national strategic level,Shandong province within the province to actively promote the government purchase of public services to the social work organization,after several years of practice,Shandong province to the social organizations in the purchase of public service work is beginning to show results,ranging from the initial the pension,medical care,education and other services extended to the public health services,public cultural services,disability services,social work services,public legal service industries such as more than and 300 projects,the purchase scale reached 46 billion yuan more.In order to improve the quality and efficiency of public service,the government of Shandong province has reduced the government’s financial pressure and met the needs of the public for public service.Although Shandong province purchase of social organizations of public service has some effect,but the process of Shandong Province in the purchase of public services to social organizations also exist such as low degree of market competition,public service product pricing is difficult,the development of social organizations,low degree of supervision and evaluation mechanism is not perfect and so on,therefore,the paper of Shandong province to the social organization the purchase of public services for the further study on perfecting the purchase of public service of reference to social organizations in Shandong province.Firstly,the domestic and foreign scholars on the research results of the government to the social organization of the purchase of public services is reviewed,followed by government purchase of social organizations about the concept and theory of public services are described;Secondly,the paper analyzes the basic situation of Shandong province to purchase public services to the social groups,including the reasons for the purchase,the subject,mode,scope,effectiveness and problems;Then,to the community organizations in Jining city to buy home-based care services as an example analysis of Shandong province to the social organization mode selection of the purchase of public services,through the analysis of the trend of population aging in Jining City,and commissioned by the purchase and the coexistence of contract purchase model in the form of buying patterns of home-based care services purchase mode make up the family pension,pension institutions and lack of mutual aid pension mode,greatly alleviate the pressure of pension in Jining City,improve the pension service level,but there are also problems of narrow service range of social endowment service organization,serious shortage of funds the service personnel quality is low and the supervision mechanism is not perfect etc.;Immediately after,in Shandong province to buy social organization employment training services as samples,using the DEA efficiency evaluation model,using multi stage analysis method,to 17 cities in Shandong Province as a decision making unit,per capita occupation training subsidies and training institutions in the proportion of the province as input variables,training employment rate and employment training of qualified rate as output variables,select the four variables of 2009-2013 years data of Shandong province to buy social organization employment training service input-output efficiency evaluation,the results show that: Shandong province to the social organization of the comprehensive efficiency of purchasing employment training services,only 4 cities reached DEA,in non DEA the city,affecting the scale efficiency of comprehensive efficiency than pure technical efficiency,that in the purchase of employment training services on the scale of investment is not closed Shandong is the main reason for the low efficiency of the employment training service.According to the Shandong province to bu y existing problems in the public service to the social organization,put forward to adhere to market-oriented operation,public service and reasonable price,and promote the development of social organizations,strengthening public service to undertake the foundation,perfect government procurement of public services from social organizations supervision and evaluation mechanism and the establishment of the government procurement of public services from social organizations the legal system of Shandong province to improve social countermeasures of purchasing public service organization.
