Research On Government Purchase Of Public Service

In recent years,local governments in China have paid more and more attention to purchasing public services from social forces.Its main purpose is to promote the construction of the country's goal of deepening reform in an all-round way,to transform government functions,to handle the relationship between government and enterprises,and to respond positively to the importance put forward by the State Council at the Thirteenth National Civil Affairs Conference.The content is that the government simplifies its administration and decentralizes its power,and transfers part of its transactional management work to social forces qualified to take over through appropriate means,so as to maintain the sustainability of government finance and improve service efficiency.Since then,by introducing market mechanism in the field of public service,local governments have changed the mode of public service supply,and have explored ways to support social organizations to participate in the purchase of public service projects by provincial and municipal governments.This study focuses on the operation process of the government purchasing public services from social organizations,using qualitative research paradigm,obtaining first-hand or second-hand information through reading books,collecting literature and online information,using participatory observation and unstructured interviews,to study the access system of the undertakers of DL Fucai Cup Public Welfare Venture Capital Project.The key links of project purchasing system,contract management system,supervision and evaluation are studied in depth,and the operation status of DL purchasing project is analyzed.On this basis,it is of profound significance to put forward the improvement suggestions for DL city and other provinces and cities in China to purchase public service projects.The framework of this paper is an introduction,four research subjects and an optimization proposal.The first chapter is the introduction,which first introduces the theoretical and practical background of government purchasing public services,and analyzes the practical significance of the study of government purchasing public services;secondly,it summarizes and analyzes the domestic and foreign literature on government purchasing public services,and briefly summarizes the relevant literature;finally,it introduces the research.Research methods and innovations and deficiencies.The second chapter is the theoretical basis of this paper,mainly to define the relevant concepts involved in the government purchase of public services,and to support the government purchase of public services related theories to provide a theoretical basis for this study.The third chapter is the analysis of the current situation of DL city case.This chapter takes a public welfare venture capital project in DL city as a case study.It analyses and studies the current situation,progress and effectiveness of DL city's specific operation process from the aspects of the relevant subject composition,access system,purchase system,contract management system and supervision and evaluation.The fourth chapter is the problem study of the DL city case.Based on the analysis of the current situation of the case,this chapter further summarizes the operation process of a public venture capital project in DL city,and elaborates from four aspects.Firstly,the lack of a standardized system of government purchasing social organizations' services makes the government's management responsibilities unclear and service pricing hindered;secondly,the lack of independence of social organizations as the subject of government purchasing services,and the lack of credibility of organizations,it is difficult to obtain consumer support;thirdly,government supervision The limitation of the supervision object makes the performance of the contract inefficient,and the neglect of public supervision by the government and the negative mentality of the public participation in the supervision further lead to the absence of supervision mechanism;finally,the lack of evaluation subject and evaluation method also causes the problems of service operation.The fifth chapter further puts forward the following policy suggestions for the improvement of a public welfare venture capital project in DL city from the perspective of administrative management specialty.Firstly,we should further improve the system of government purchasing social organization services,clarify government responsibilities and optimize pricing mechanism;secondly,we should develop and improve the development path of social organizations,focus on the development of institutionalized and professional governance of social organizations,and broaden the publicity of social organizations;thirdly,we should strengthen and improve the supervision system of government purchasing services.Finally,establish and improve the evaluation system,continue to promote the third-party evaluation mechanism and establish scientific and effective evaluation methods.In the sixth chapter,based on the first five chapters of the paper,the author further refines the main conclusions of this paper on the basis of the analysis of the operation status of the project case,the analysis of the problems in the operation process and the relevant optimization suggestions.
