A Study On Scientific&Technologic Innovation And The Optimization And Upgrading Of Industrial Structure Of Jinjiang

Country industry structure is an important symbol of development level of a county, is an agreement of general public to a counties or cities, play an extremely important support role in the process of achieving the coordinated development of the economic and social. Since reform and opening-up, Jinjiang industry has realized the leap development on the economic,and achieve the Fujian county economic "top of ten counties" more than ten years, become the "leader" of Fujian county economic,however, Jinjiang’s industry development is rely on low cost elements,this development model is unsustainable, at the same time, in the trends of the international industry presents high hierarchical,the products presents high technology content/the traditional elements such as labor and natural resources for the contribution of industrial structure has showed a trend of decline, and the importance of scientific&technologic innovation are obvious rise, which makes the scientific&technologic innovation become the realistic choice of industrial structure optimizating and upgrading. In addition, the "twelfth five-year" period is the key transformation period to improve the quality of Jinjiang from quantity expansion,so at this time put forward relying on the scientific&technologic innovation to promote industrial structure optimizating and upgrading is a good time, therefore, to explore the scientific&technologic innovation to promote Jinjiang optimizating and upgrading of industrial structure is of great significance and immediately.In this paper, on the basis of Jinjiang industrial structure realities, problems and the key of the solve,thought that the scientific&technologic innovation is the key to the optimization and upgrading of industrial structure,and explain how the scientific&technologic innovation to promote optimizating and upgrading of industrial structure from theory point,and using co-integration analysis and granger causality tests to evaluation how the scientific&technologic innovation promote the optimization and upgrading of industrial structurejinjiang country of Jinjiang country from empirical point,finally according to the results of theoretical analysis and empirical analysis, put forward the advices of relying on the scientific&technologic innovation promote Jinjiang industrial structure optimizating and upgrading.Research results show that: (1)Jinjiang country has made significant achievements in the optimizating and upgrading of industrial structure, but there are also exist three industrial construction unreasonable, industrial structure level is low, the enterprise is not strong, the third industry internal structure level still low,and so on,and this paper argues that the key to solve the problem is to rely on the scientific&technologic innovation.(2)In theory,the mechanism of the scientific&technologic innovation promote optimizating and upgrading of the industrial structure:one is push function, the scientific&technologic innovation by changing factor supply structure, accelerating industrial upgrading to promote optimizating and upgrading of the industrial structure;another is pull function, the scientific&technologic innovation by changing demand structure, improving the import and export structure to pull optimizating and upgrading of the industrial structure.(3) In empirical, the scientific&technologic innovation promote jinjiang optimizating and upgrading of industrial structure is mainly embodied in:first, According to the least squares estimation cointegration model,there has positive correlation relationship between the scientific&technologic innovation and the optimizating and upgrading of jinjiang industrial structure.Second, according to the result of granger causality test, in2years,the scientific&technologic innovation is the granger reason of jinjiang industrial structure optimizating and upgrading, namely increasing investments on the scientific&technologic innovation has a positive role in promoting Jinjiang’s optimizating and upgrading of industrial structure.(4) The results of theoretical and empirical strengthened the conclusion that must rely on the scientific&technologic innovation to promote optimizating and upgrading of Jinjiang industrial structure. Its implementation ways including rely on the scientific&technologic innovation to promote the optimization and upgrading of industrial structure, service industry structure,agricultural structure.
