In the modern enterprise and economic development, talent isan immeasurable capital, which can bring huge benefits to the enterprise. Developingthe talent as a resource is the necessary for economic development. Enterprisesmust create a good environment for attracting and training talents, which can provide allthe requirement for them to create, so that their initiative and labor potential can be fullybringing into establish a scientific and reasonable mechanism of human resourcedevelopment. With in the needs of enterprise economic development andthe competition for talent, to achieve the long-term goal of enterprise’s corecompetitiveness and sustainable the development.This study will combine the relevant theory of the human resourcesdevelopment, choosing the Y International Chemical Limited by Share Ltd as theresearch object. By analyzing its human resource development problems and combiningwith the actual situation of the enterprise, to pertinently optimize it’s careermanagement, training mechanism and performance evaluation mechanism is. In thegoal of enhance the workers knowledge, ability, skill and experience, in according tocontinually provide strong and intellectual talent support for the company.This paper is divided into four chapters:The first chapter is the introduction. First it’s introduced the basic concept of theaim and significance of the study of human resources development and relevanttheory, and also explained the research method.The second chapter has introduced the relevant theory of human resourcesdevelopment.The third chapter has analyzing the current situation of Y International ChemicalLimited by Share Ltd human resource development. Firstly described detailed of survey and the development of human resources of the company. Secondly points outits existing in the occupation career management, training mechanism and performanceevaluation mechanism, and analyses the cause of the problem.The fourth chapter carried on the overall design of Y internationalchemical Limited by Share Ltd human resources development mechanism optimizationscheme. Firstly put forward a proposal of focusing on the motivation, stock openculture of human resources as the guiding ideology. Secondly from three aspectsof optimizing the occupation career management, training mechanism and performanceevaluation mechanism for the specific content of the programmed, and analyzing thepossible problems and difficulties in the implementation plan to formulatedcorresponding measures.The fifth chapter summarizes the results of this study.
