With the rapid development in the21stcentury and China’s accession to the WTO, themarketization process of China’s property management has gradually accelerated. Propertymanagement gradually becomes a very crucial part of modern city management, as well as theoperation and management of real estates. The property management in our country startedlate, from which a lot of problems arise. In order to achieve better survival and development,it is imperative for property management companies (PMC) to analyze and study theproblems confronting the development of property management industry and seekcountermeasures, so as to facilitate PMC to develop quickly towards a higher level.This paper mainly focuses on some common problems existing in the current propertymanagement of our country and analyzes the status quo of domestic property management.During the research, this author learns from some successful experience in the valuation withbills of quantities. Based on “The Service Standards for Residential Properties” in Beijing, avaluation with bills of service quantities (VBSQ) is set up to determine the costs of propertymanagement.Through the case study of a specific project, the feasibility of VBSQ is verifiedtentatively. For the calculation of the management costs of three projects--landscaping andmaintenance, environmental sanitation and maintenance of public order in property services,the comprehensive unit price of various services are determined and a price list based onVBSQ is set up. This VBSQ model is applied to quantize the services of PMC constantly.PMC can formulate their own comprehensive unit prices based on VBSQ, according to therequirements of different service standards. When giving quotations, PMC can work out thefinal price of property management costs, based on the owners’ requirements for services.
