As the public bidding system promoted in our country construction successfully, lots of city has applied bidding system in property management gradually. Property management bidding is an organized trading operations system accompanied by social and economic development. It's introduced competition mechanism to consummate property management market, which improves the property management industry management service level. And the property management bidding makes intangible goods exchange through market in some extent, it promotes the marketization in property management at the same time. On the one hand, the bidding changes lifelong tenure system into market choice, which is beneficial for the owner to get those initiative; on the other hand, introducing market mechanism constantly avail improving their service level and optimizing the internal organization planning. Therefore, it's necessary for the owner and the realty service enterprises to adopt bidding system.While there exist many problems in the current bidding mode, for example: regionalism protection serious, earmarking, unfair competition, etc. The paper argued that lack of a unified tender basis and a standardized measure of services quantity was the root reasons of these problems. Therefore, the article compared bidding for construction project model to analyze the characteristics of services list. Based on the measurement principles, we put forward the measurement model to quantify the property management list of services. Then formulated the costs confirmation mode. The aim was to resolve the problems such as lacking standard in the bidding. Lastly, the text analysised the general model based on the list of services including evaluation methods, the determination of tender and contract formation etc. In addition, this paper also put forward some suggestions and measures to ensure the feasibility of the model and the implementation successfully.
