Strategy is the theory and practice of enterprise choosing under uncertain conditions and facing the future,20years ago, the theory of choice under uncertainty is considered to be one of the most successful theory of economic analysis, because it is not only based on reliable axioms, but in the risk analysis, risk aversion and their application in the economy made great progress. Now, the theory of choice under uncertainty is a constantly changing discipline, the classic theory of choice under uncertainty faces many challenges from the economic and non economic. The basic problem is:is the decision rational, irrational, or situation of reason? The corresponding strategic question is:does the strategy depend on the environment, the entrepreneur’s free will or the context? The domestic and foreign researchers have realized the importance of strategic contextualized, but do not establish a unified strategic decision model.How do the enterprises decide the strategic? For example, in the fierce competition of the mobile market, Motorola is taken over by Google, Nokia is no longer an exclusive overlord, Apple has become the market leader, and Samsung also become the giant of market. Now, Apple is a typical market leader, Samsung is a typical market follower, and Nokia is a typical watcher. Why there will be three different types of strategic behavior? Which strategy is correct? It is conceivable that, with the economic globalization, enterprises face more opportunities, challenges and market uncertainty. In the fierce market competition, Leading, following and watching are the important means of enterprise survival. How to clear the development of the market in the future, select the appropriate strategy, determine the strategic context, and thus for the valuable strategic management, become an important issue in enterprise strategic decision.So, this paper conducted a systematic research on the strategy theory, uncertain decision theory, and evaluation methods of strategic value under the variety uncertain levels. on the basis of comprehensive analysis of related literature, this paper integrate the related theoretical analysis, clear the theoretical basis of contextual strategic, and clarify the clues of strategic contextual analysis. Then, it proposes a contextual strategy theory and establishes a contextual strategy analysis model. This three-dimensional model consists of market prospects, strategic attitudes and assessment methods. Finally, based on actual cases, the paper analyses the27contextual strategy modules.Through the theoretical and practical cases studies, it found that strategy is impacted by the strategic environment, strategic attitude, and evaluation methods of strategic value, and the different enterprise strategic depends on contextual rational. Facing the uncertainty of the future environment, this paper presents a unified strategic value analysis framework which clears market prospects, strategic choice, and strategic value. It is hope that through this unified perfect theoretical framework which integrates strategy objectivity, subjectivity and logical to provide strategic guidance for the strategic investors.
