At present our country has a lot of technology innovation of small and medium-sized private enterprises often rely on the one or two leading international products to survive and develop. These enterprises entrepreneurs is the development of leaders, the efficiency of small effect boss personally led the R&D team allow all doubt. But with the development of enterprise scale and series products deep, its R&D team innovation capacity and the efficiency of research and development is facing the great challenge. How to build a scientific performance management system, enhance the development efficiency has become many high-tech enterprise leaders focus on. In this context, for the study of the performance management of R&D personnel of Technology Based SMEs become more and more important. In the large enterprise competition and relative inferiority of small and medium-sized enterprises, how to design the most suitable for the enterprise performance management mode, which can survive and develop in the fierce competition, this point in the small enterprise growth period will be more practical and more urgent.Based on the study of performance, performance management and technology oriented small and medium-sized enterprises and technology workers on the basis of theory, the scope of small and medium-sized enterprises and knowledge workers are described, research staff of small and medium-sized enterprises and on the basis of performance management system. The performance management system is an open loop system, including the use of performance planning, performance implementation and communication, performance assessment, performance feedback and performance results. Among them, the performance evaluation tools and evaluation plays a guiding role. The performance evaluation tool of choice in the performance management target principle is determined based on combined with the company’s development situation and the staff of factors such as. Employee performance index of Technology Based SMEs can begin from the following three aspects:the technology design of employee competence, task, knowledge contribution. The performance management system, performance planning, performance implementation of communication and performance appraisal feedback after, the management level is very high, so it has good leadership of the management staff performance management will be more effective. In order to ensure the implementation of performance management system, the other is supportive human resource management system is not to be less, it includes the organizational structure, the qualification system and incentive system optimization.MXR company is one of the small and medium-sized enterprise type, this paper takes MXR company as an example, according to the theory of MXR performance management system design. First of all, analyze it as small and medium-sized enterprises human resource characteristics and job characteristics; secondly, the performance management of MXR company, the integration of performance management tools, combined with the influence factors of employee characteristics of technology and performance, through the analysis of work (task) needs and work processes of extracting evaluation index elements, design of the performance appraisal index system and the establishment of system of the performance management system, in order to help employees grow, improve enterprise performance management level, improve the management system of enterprises; finally, according to the performance management system and evaluation of its results, puts forward the improvement plan and performance assurance measures and suggestions.Through the study of the small and medium-sized enterprise staff performance management, solve the problem of employee performance management of MXR company, can provide a reference for the more technology oriented small and medium-sized enterprises, especially worth widely in technology to the development of software project management work as the center of the small and medium-sized enterprise, has the practical significance. Implementation and evaluation of performance management system to provide more empirical research to the theory of performance management, can provide reliable evidence for further deepening the theory of performance management. The innovation of this paper is mainly reflected in the following four points:First, based on the definition of performance and performance management on the meaning, select the appropriate assessment tools should be considered assessment design assumptions, type of enterprise, the nature of the work and the employees and other factors, using the analysis tool of performance evaluation, and provide theoretical direction for the correct performance management system research;Second, small and medium-sized enterprise employees and general employees are different, the characteristics of cultural dimension recognition technology staff of Hoff Costandaa;Third, knowledge of technology and technology workers are the important factors of production and resources of Technology Based SMEs, performance excellence in technology oriented small and medium enterprises need to use the knowledge and technology, continuous innovation and learning knowledge accumulation and sharing as well as the scientific and technological workers to meet the needs of customers. So the use of knowledge and technology to form a high performance atmosphere of learning organization, and lay the foundation for the establishment of performance management system;Fourth, the performance management system not only refers to the process of performance management system, also refers to the environmental performance management and management system, so the performance excellence also need other system support, in order to ensure the effect of performance management.
