Abstract:In recent years, our country’s labor relationship is affected by internal and external environment. It is in the contradiction between multiple and highlight period, the labor dispute often conflict. And it has had a negative effect for economic development and social harmony and stability of our country. The report of The Eighteenth National Congress of the CPC made a new discussion for labor relations, wage distribution and development of migrant workers, more emphasis on the importance of the construction of a harmonious labor relationship. Small and medium-sized enterprises is an important part of our marketing economy, and the new generation of migrant workers is the main force of small and medium-sized enterprises labor, as a new subject of small and medium-sized enterprise labor relations. Labor relationship problems and contradictions of the new generation of migrant workers from small and medium-sized enterprises particularly outstanding, but the government and enterprises have focused on the occurrence of labor disputes and solve ways timely and effectively, and lack of early warning research system of labor relations. So we take the new generation of migrant workers in small and medium enterprises as the research object, carry out systematic research on labor relation early warning of small and medium-sized enterprises in our country. It trend foundation for us to judge the present situation and future development of the new generation of migrant workers labor relations accurately, it also has important theoretical value and practical significance to effectively prevent and relieve labor conflicts, realize the small and medium-sized enterprise harmonious labor relations.In this article, we consult a large number of literature and field research, use qualitative analysis and quantitative analysis, the combination of micro and macro analysis, the combination of normative analysis and empirical combination of methods, and use the classic theory of labor relations system sander model, set up early warning indexes in general from the external environment, small and medium-sized enterprise workplace and the new generation of migrant workers individual needs three aspects, while establishing sensitivity indicators. Using the analytic hierarchy process to determine the general alarm level index weight, the weight of each index and set the alarm for the sensitivity of1. And design labor relations alert organizational structure for the new generation of migrant workers from small and medium enterprises, confirm the early warning management procedure, provide a strong organizational guarantee for the use of labor relations alert model in small and medium sized enterprises.In this paper, taking Shanxi province as an example, the early warning model and organizational structure was in practice to labor relations of the new generation of migrant workers from small and medium enterprises in Shanxi province, test practical early warning model as well as determine the current labor relations of small and medium-sized enterprises in Shanxi province. Article applies the method of questionnaire in labor relations early warning research of the61small and medium-sized enterprises and712new generation of migrant workers from different properties, different industries, different size and different development stage in Shanxi.
