Study On The Evaluation For City Land Banking Performance Based On PSR Framework

Based on the fact that land banking system plays a more and moreimportant role in the control of land resource configuration and that thereare not enough relative researches on land banking operational state,especially by the mean of quantitative evaluation, it is quite essential toexplore a series of evaluation system on land banking performance.Researches on Land banking performance evaluation contribute to boththeory consummation and its practical application.By introducing of PSR frame and Key Performance Indicatormethod, a system used to evaluate land banking performance has beencreated in this paper. Together with AHP and Information Entropy, theweight of each index can be calculated. In the end of this paper, apractical analysis on Taiyuan has been conducted to verify its feasibilityof the evaluation system established.The results indicate that there is good application and referencevalue in establishing this new land banking performance evaluationsystem. It is found land banking performance of Taiyuan trends to bebetter in the study period even though with a mutation in2007appeared because of its response mutation. This response mutation reveals its bothbad forecast and plan in land banking arrangement which has to beimproved.
