The Research On China’s Rural Social Endowment Insurance Based On The Perspective Of Balancing Urban And Rural Development

An important initiative to build China’s current social welfare system is to improve rural social endowment insurance system in rural areas. Be analyzed from the perspective of urban and rural areas, the development of social pension still exist s many problems-social security fund operational inefficiencies, low-level security pension, lacking of convergence policies between different social endowment insurance systems for urban and rural areas, difficult to implement collective allowance, low enrollment as well as various aspects of issues such as lacking of legislation at the national level. These are factors that the role of social security in China’s rural social endowment insurance was not fully at work.Our current social endowment insurance system was established in the background of rural dual structure. Basic pension insurance system for workers is the theme of urban pension insurance. Rural endowment insurance system is basic to stay at the level of family security. There are some main differences between urban and rural basic endowment insurance systems in our country, such as the design of the basic old-age insurance systems, the ways of participating insurance, the huge difference in social mutual aid, the large gap between security level and socialization. The purpose of the establishment of rural social endowment insurance system through urban and rural development is to gradually eliminate unreasonable, excessive gap between urban and rural area, to protect and optimize the operation of the urban-rural gap expansion for building a virtuous circle mechanism of urban and rural social pension insurance system and achieve conditions for the development of urban and rural together. While urban and rural areas in favor of changing the traditional model of family pension and promoting social equity, which is the need of the aging rural. Urban and rural overall development can promoteurbanization and industrialization process effectively. It also can solve the difficulties in the process of implementation of rural social endowment insuranceBased on the perspective of urban and rural areas as a whole, rural social endowment insurance system in our country’s development is far from perfect. So how to solve these problems so that the rural social endowment insurance to play its proper role is the priority of the local governments and departments at all levels in our country.
