Pengzhou Endowment Insurance System For Urban And Rural Residents Implementation Status And Countermeasures

With the development of economy and the shock of industrialization, city and population aging, the Chinese traditional pension model in rural become weak and weak, the pension of rural residents has become very important, The17th National Congress of the CPC put forward that till2020, we must make the social security system cover urban and rural residents, everybody enjoys the basic living security. Pengzhou city as the third batch of the new agricultural insurance pilot county, its experience is important to other cities.This article is based on China’s national conditions, under the angle of sustainable development, analysis the the current condition of the pension policy of Pengzhou city and find out the reasons and the weakness of the pension system.Research shows that the main problems existing in Pengzhou are below:the publicity is not enough, some farmers are negative to accept the policy, the lack of the necessary regulatory and enforcement mechanism, and so on. It is difficult to change farmer’s ideas. The quantity and quality of basic social security can’t meet the requirements of the times.In author’s opinion, the way to improve the pension insurance is strengthening the government leading force, what is more, expanding the coverage of social insurance and improving the efficiency and level of management.The author through this paper wants to expand the coverage of social insurance, enhance the fund support. Finally, realize the right to insurance for urban residents.
