The Research On Performance Of State-owned Forest Farm Management In China

State-owned farm is an indispensable part of forestry establishment. Rapid cultivation of forestry resource, promotion and protection of ecological environment is the original purpose in the establishment of state-owned forest farm. The advancement of state-owned forest farms has a major impact on forest product, biological diversification, development of ecological civilization and building a new country.from that, the research on the evaluation of business performance in state-owned forest farm has theoretical and practical meaning.Through a series of analyses in evaluation of business performance in enterprises and literatures about state-owned forest farm from in and abroad, and combining with field research on state-owned forest farm, this thesis shows a profound analysis of current state in state-owned forest farm, estimates principles of the analysis of business performance in state-owned forest farm with regarding theories and methodologies, and determines specific indicators about the analysis of business performance.On this base, state-owned forest farm and state-owned forest farm of HuangFengQiao were analysed business performance by the model of financial analysis method and adopting statistics. The last, from three aspects-policies about forest industry, management system, and business mechanism, brings out strategies about promoting business performance in state-owned forest farm that includes accomplishment of policy system of forest industry (policy system of forest industry, regarding policies directly to state-owned forest farm, empowering the operating force), reformation of management system in state-owned forest farm (streamlining the management system in state-owned forest farm, using business mechanism effectively and efficiently), and consolidation of establishment of state-owned forest farm (reformation management methodologies, utilizing current resources of state-owned forest farm effectively and efficiently, promoting staff qualities).Main conclusions in the thesis are as follows:(1)Through a series of systematical retrospectives on the development and current circumstance of state-owned forest farms, the transformation from accumulation of quantity to enhancement of quality had been processed in state-owned forest farms. Owing to management system and other aspects, the step of transformation has been detained.(2)Based on the analysis of the principles in the analysis of business performance in state-owned forest farms, the analysis of business performance in state-owned forest farms could be determined by the indicators of business performance in the commercial industry reflecting the economical result and developmental condition of state-owned forest farms; following all-around principle of system, analysis of business performance should apply to flexibility, scientific practice, expansion, uniformity, comparison, and cost-efficiency. From the ground of analysis principles of business performance, the thesis represented arrangement of indicators in the analysis of business performance.(3)By utilizing integrated analysis combining financial indicators with non-financial indicators, the result of the analysis in state-owned forest farms and state-owned forest farm of HuangFengQiao shows as followed:from the aspect of financial indicators, indicators regarding to economic performance had greatly enhanced in recent five years. But comparing with the financial rate in commercial enterprises, state-owned forest farm, as an enterprise, economically-performance possessed a low rate in business performance,leave much to be desired;with the result of non-financial indicators, the conclusion can be drawn that state-owned forest farms make a significant improvement in establishment of ecological civilization, construction of a new country, preservation and promotion of ecological environment, unfortunately, holding poor infrastructure and employees with averagely-low quality. Countries should we will increase support for state-owned forest farm.
