The Performance Evaluation Of State-owned Forest Farms’ Financial Support Agriculture Project Funds Management In Zhejiang Province

In recent years, as country pays more and more attention to the development of country-owned forest farms, the financial special fund increases year by year. Since 2008,great progress has been made in state-owned forest farm infrastructure construction through national finance special funds’ support.For instance, the road traffic is more convenient, the transformation of dilapidated house improved, and the forest workers’ living standards improved significantly than before.Although the use of special financial funds that show a certain result, but in order to further improve the efficiency of the use of the state-owned forest farm finance special fund and put forward the corresponding countermeasures and Suggestions, this paper first introduces the state-owned forest farm finance support agriculture project general situation in the construction of infrastructure, then focuses on analyzing sample country-owned forest farms’ infrastructure construction project funds use and management in 7 experimental cities in Zhejiang province from 2008-2012, and through the method of qualitative quantitative to establish the performance index system of the finance support agriculture project funds management. First of all, the use of special financial funds process can be divided into project application, project approval, project implementation and project completed four stages. Then make clear the goal of performance evaluation and to set up a secondary and tertiary indicator based on that goal. Finally,measure the specific indicators of the key link in the process of project funds use,through comprehensive index evaluation method for performance evaluation of project funds management. Through the analysis of the data to put forward the problems, and gives the Suggestions and countermeasures to solve the problem. From the point of sampling results, the overall situation of state-owned forest farms’ finance support project funds use is good, but there also have some problems.The results of the study are follows:(1)the overall situation of state-owned forest farm finance support agriculture project funds use is good,the overall performance score is 87 points.(2)There is the lack of rigour in the project audit link,no team of specialists for field trips.(3)In the completion link, the funding drive rate of the service efficiency of funds is low,self-raised funds arrive rate is low. In terms of the audit results,the accounting record information is not perfect satandard. As for it, we should set up a separate financial performance evaluation of project, improve the project accounting system, and further promote the progress of state-owned forestry government affair information disclosure, in orderto make the use of special financial funds more efficiently and promote the sustainable development of state-owned forest farms.
