Compared with the past traditional financial products,forest right mortgage loan has a characteristics of revitalizing the forestry assets in rural areas and activating forestry factor.It will be a major way to promote forestry development and to expand forestry business scale to gain capital which is an important manifestation of financial support for the new countryside construction.In recent years,with the deepening of the reform of collective forest right system,"deregulation franchise,the implementation of the right of disposal" of forest tenure reform objectives gradually being implemented,the status of the forest right mortgage loan is getting even more important.Its impact is gradually emerging come out.This innovative way of mortgage collateral for farmers to obtain not only provides a new way of funding,but also to optimize the credit structure,utilizing forest resources,foresters and forestry companies to solve the difficult problem of financing.And it will also help the"three rural" to develop better and better.PZ Bank is located in Pizhou City,Jiangsu Province,extensive local ginkgo tree planting area.The development of forest right mortgage loan has a natural forest resources.But local farmers still find it hard to get loans from bank due to the lack of guarantors and collateral loans.Starting from the above problem,this paper asymmetry theory with matter usufruct basis theory and information theory to study the current situation of domestic forest right mortgage loan current development,analyzed the foundation of the development of forest right system for mortgage loans.Lists the current domestic development more typical five forest right mortgage modes:direct mortgage lending model forest warrants,forest tenure counter-guarantee lending model,forestry credit lending model platform,forest rights of small circulation lending model,and were stated loan conditions and procedures for each forest right mortgage loan mode.By combining the forest right mortgage loan programs and the historical development and current status of Pizhou ginkgo trees under different economic model,proposed analytical framework three necessary conditions for forest right mortgage program design and implementation needs and 3 should feature.PZ behavior and the main perspectives of the reasons Pizhou ginkgo forest right mortgage loan program can not be implemented in Pizhou were compared.PZ analysis found that the presence of an existing product line consisting of unpro group is difficult,too many uncontrollable factors lead to increased risk and lack of professional knowledge of forestry personnel and other issues.From the main limiting factor in the development of Ginkgo Pizhou local forest right mortgage loan,the principal development financial institutions exist forest right mortgage loan willingness low,the lack of a security system,the lack of Forest Right trading center,mortgage hedging regulation difficult issues.And from the problem,combined with framework from the perspective of the government point of view and PZ line for the implementation of forest right mortgage program puts forward some suggestions.Pizhou forest right on mortgage programs designed to promote the sustainable and healthy development of the floor and Pizhou forest right mortgage loan has important practical significance.
