With the depth development of globalization, more foreign enterprises enter into thedomestic market, so state-owned enterprises are facing more competitors, and all kinds ofpressure is bigger. As the continuous specification for the state-owned enterprises, theperformance evaluation becomes more and more important in assisting managers tosupervise, guiding rational investment and promoting to strengthen internal management.However, the defects of traditional performance evaluation index system, focusing on thefinancial index and neglecting the non-financial index, become more prominent and are theobstacles of the accurate evaluation of performance. State-owned enterprises want tosurvive and develop in the intense competition, must have unique and efficientmanagement system formed the core competitiveness, and the key is to strengthen theestablishment of performance evaluation index system.With the large pressure in land market, how to establish a set of effective performanceevaluation system according to the actual situation is the key for DC group to improve thecompetitiveness. The Balanced Score Card enters into China in a short time, so it willencounter many problems, and needs to be verified, adjusted and improved, in order topromote enterprise can truly benefit from performance improvement. Based on the analysisof the domestic and foreign research, combining the actual situation of DC group, weshould add non-financial indicators in the performance evaluation index system based onBalanced Score Card, in order to evaluate the performance accurately.The main results of this study:①learning lots of theory from the comparativeanalysis on performance evaluation situation at home and abroad, such as therepresentative oriented theory, frame construction and index selection.②according to thepurpose and goals to be achieved, conducted a questionnaire survey and individualinterview to explore the main problems existing in DC group’s performance system. Thestudies show that the current performance system needs improved.③making use of theBalanced Score Card, to improve DC group’s performance evaluation system and make itmore effective.④from the four aspects of the Balanced Scorecard, to optimize andimprove performance system.
