All along,the policy Banks as important supplement of the commercial Banks,in promoting the development of national foreign economy and trade,promoting the construction of the national economy and support in areas such as agricultural development plays a very important role.The performance evaluation system,as the key method to assess the overall operation performance of Banks,plays an important role in optimizing internal process management,enhancing core competitiveness and realizing sustainable development.In recent years,with the intensification of competition in the banking market,policy Banks began to implement business transformation and gradually turned into a comprehensive financial institution.Under this background,the policy Banks expanding the scope of business,business also will increase,how to build a set of in line with the actual situation,our country policy Banks and policy Banks of the development policy of performance evaluation system has become the most policy Banks need to solve the key problems in the process of development.According to the survey,the current our country policy Banks in the performance evaluation,the main is the performance evaluation of commercial Banks for reference mode,evaluation focused on financial indicators,the performance evaluation method only reflects a bank's operating results over a period of time in the past,can't play the role of guidance for its future development,more can not fully reflect the operating performance of the bank.In addition,policy Banks and commercial Banks also differ in their fundamental attributes,directly applying the evaluation model of commercial Banks,which cannot reflect the particularity of policy Banks.In this context,the author introduced the concept of the balanced scorecard,according to the characteristics of the policy bank design multi-dimensional indicators,to comprehensive,scientific and objective to evaluate the performance of policy Banks,be helpful for the long-term development of the policy bank.This paper selects the M Bank of the policy bank(China agricultural development bank of Z city branch)as the research object.On the basis of sorting out the relevant literature at home and abroad and studying the related theories,this paper analyzes the current situation of the current performance evaluation system of the bank and analyzes the existing problems in the existing performance evaluation system,and then to the bank.The necessity and feasibility of introducing the balanced scorecard are expounded.Then,according to the strategic target of the bank,the strategic map is drawn and based on this,the corresponding indexes are set out separately from the four dimensions of the balanced scorecard.According to the results of questionnaire survey of employees in all departments of Z City,AHP is used to assign weights to each index.Finally,the new design performance evaluation system is used to assess the overall performance of M bank in 2017,and the results of its application are analyzed,and some measures for the application of the balanced scorecard are put forward.There are two main contributions to this study.On the one hand,it constructs a new performance evaluation system for M bank and helps it achieve its strategic goal.On the other hand,it also provides reference for other policy Banks and commercial Banks to introduce balanced scorecard to design performance evaluation system.
