Nantong City, located in the southeast of Jiangsu Province, has superior geographical position. The income characteristics of peasants in Nantong City have certain representativeness in the middle of Jiangsu. Province。Countermeasures study of peasants’ income growth in Nantong City not only has practical significance for increasing peasants’ income in Nantong. City,but also has inspiration value to increase peasants’ income in the central and northern areas of Jiangsu Province. The present situation,fluctuation features of peasants income, favorable and unfavorable factors affecting peasants’ income, countermeasures and suggestions of increasing peasants’ income in Nantong City are studied. The main results are as follows:1.Peasants’ income has grown steadily for the past years in Nantong City, but there is still income gap compared with the southern areas of Jiangsu Province, and the main gap is from peasants’ wage income. Proportion of non-agricultural income in peasants’ income is growing gradually. There is significant difference of peasants’ income between the south and north. of Nantong City.2.The favorable factors of increasing peasants’ income in Nantong City are as follows:First, Coastal development promotes economic development and employment level has continuously increased; Second, rural industrialization has developed quickly and urbanization level has increased gradually; Third, local characteristic industry has played a active role in peasants’ income growth, etc. The unfavorable factors are scarce land resources, impeded land circulation, lacks of effective government leadership and developed cooperative organization; insufficient investment in agriculture and rural infrastructure; relatively low quality of rural labors; and structural contradictions in rural labor transfer. 3.There are five ways to speed up increasing peasants’ income in Nantong City. First, innovating rural land system, providing financial support, strengthening the government’s guidance and services, raising the level of agricultural industrialization, developing modern agriculture to promote agricultural efficiency. Second, vigorously developing rural secondary and tertiary industries, quickening the construction of small town, encouraging peasants to start a business, speeding up the development of local characteristic industry, implementing rural laborers migration strategy to increase peasants’ income rapidly. Third, establishing labor insurance system in urban and rural areas as a whole, expanding and strengthening the scope of agricultural subsidies, implementing preferential agricultural policies, increasing rural peasants’ transferred income. Fourth, improving rural laborers’ quality, promoting the long-term growth in peasants’ income. Fifth, promoting common development among regional economy.
