In the21st century, the global informationization development is very fast. As theinformation carrier, the telecommunication infrastructures play a kay role in developmentof the country. Tianjin occupies the important strategic position the national economydevelopment, it couldn’t ignore the effect of information and telecommunicationinfrastructures in the future, The operation of telecommunications infrastructures must bebased on benefit, or it can’t contribute to the economic take-off for Tianjin. Therefore mustidentify the formation mechanism of Tianjin telecommunication infrastructures operating,to find out the hindrance for improving the telecommunications infrastructure operatingefficiency.This paper on the basis of discussing the concept of telecommunications facilities and,benefit theory and the theory of urban infrastructure construction and operation, analysisthe structural system of telecommunication infrastructures operating benefits, and thestructure system. Under the guidance of this system, the paper analyzes the benefit fromeconomic aspect and social aspect, and the factors that considers benefit oftelecommunication infrastructures.Based on this, it concluded that the influence factorsmainly include: there is no statutory status for public demand; Operators launched a viciousmarket competition; repeated construction has become a serious problem, and it lack ofperfect system environment. So, the part of suggestion mainly gives some countermeasuresand proposals to improve the operating efficiency of the Tianjin telecommunicationinfrastructure from these aspects.
