A Research On Circulation Efficiency And Productivity Growth Of Shandong Province

With the development of the Market economy，China’s Circulation industry hasmade great progress. As the scale turning bigger, the Circulation industry product rateimproving on GDP and the employment in Circulation increasing year by year, theSpillover effect of Circulation industry is increasing. The Circulation industry status isstrengthening, and it would become a Leading industry. However, in the past few years,these accomplishment cost lots. On the view of the Scientific concept of development, itis outdated and the low circulation efficiency has been one of the key point whichinfluence our country’s economics development. The low circulation efficiency not onlyinhibits the growth of Circulation industry itself, but also restrains the Spillover effect.So, research on the Circulation efficiency and productivity is good for turning thedevelopment way of the Circulation industry and promoting the Spillover effect.In this treatise, we put the “circulation efficiency and productivity” as the center,one hand, we analyzes the factors of the “circulation efficiency and productivity”; theother hand we analyzes how it influences the Direct effect and the Spillover effect. So,the structure of this treatise is “one central task, two basic points”.For the central task, the article use the Slack Based Measures and DEA-Malmquistindex to calculate the data of17cities in Shandong Province from2005to2011.Theresult indicates that the highest level of efficiency is the Eastern Region, followed bythe Central Region and the Western Region; the investment of fixed assets、the energyand the human resources are the most important sources of inefficiency; from2005to2011, the TFP growth of the Eastern Region is negative(-0.5%) because of decrease oftechnical efficiency, and the growth of the Central Region and the Western Region ispositive because of the addition of technical progress; from2005, the TFP growth ofShandong Province is weak due to the weak of technical progress mainly.For the analysis of factors of circulation efficiency and productivity, the articlebuilds the indicator system based on the previous theoretical analysis. The resultindicates that the proportion of Circulation industry and the financial support have anegative effect on circulation efficiency and productivity; the ownership structure、thetechnological level and the education level have a positive effect on circulationefficiency and productivity; the market concentration has a negative effect oncirculation. As for the Direct effect and the Spillover effect, the article explains the mechanismof the Circulation industry on economic growth through the Direct effect and theSpillover effect and do an empirical analysis based on the Feder model. And then, thearticle estimates how the circulation efficiency and productivity influence the Directeffect and the Spillover effect. The result indicates that the Spillover effect make morecontribution on economic growth than the Direct effect; technical progress can amplifythe Direct effect and the Spillover effect; the technical efficiency may restrain the Directeffect and the Spillover effect.
